Invitation for Bids for Supply, Installation and Commissioning of 3-D Panoramic Tower Simulator, Approach Radar Simulator and Area Radar Simulator for Air Traffic ControlTraining.
 
The KenyaCivil Aviation Authority hasreceived a credit from the International Development Association toward the cost of NationalUrban Transport Improvement Project, and it intends to apply part of the proceedsof this credit to payments under the Contract for supply,installation and commissioning of 3-D panoramic air traffic control training simulator.

The Kenya Civil Aviation now invites sealedbids from interested eligible and qualified bidders. Below is a brief description of the qualification requirements which potentialbidders must meet. 
(i)      Minimumaverage annual turnover of USD 12.0 Millioncalculated as total certified payments received for contracts in progress or completed within the last three (3) years.
(ii)    The bidder should beableto access cash flow requirements eitherfrom its own resources or through bank credit USD 2.0 Million.
(iii)  Experience under contracts in the role of contractor, subcontractor ormanagement contractor in similar equipment for at least the last five [5] yearsprior to the applications submissiondeadline and with activity within the last eighteen (18) months.

Bidding will be conducted through the International Competitive Bidding (ICB) procedures specifiedin the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits, and isopen to all bidders from Eligible Source Countries as defined in the Guidelines.5

Interested eligible bidders may obtain further information and inspect bidding documents during workinghours from 0800hrs to 1700hrs excluding lunch time (1300hrs ? 1400hrs) at the officeof the Manager Procurement Kenya Civil AviationAuthority, Kenya Airports Authority Complex Building, Jomo Kenyatta InternationalAirport Nairobi Kenya Ground floor. Bidders may also view and download the biddingdocument from KCAA website: www.kcaa.or.ke  and immediately forward their particulars for records and for the purposes of receiving any further tenderclarifications and/or addendums to info@kcaa.or.ke or procurement@kcaa.or.ke. A pre-bid meeting will be held at East African School of Aviation,off Airport North Road, Embakasi on 1st April 2014 at 11hours.

Minimum qualification requirements for the tender are as indicated in paragraph 3above.

A complete set of the Bidding Document in English may be purchasedby interested bidders on the submission of a written Application tothe address below and upon payment of a nonrefundable fee of Kshs.1,000.00 or an equivalent amount in freely convertible currency in cash or banker's cheque payable toKenya Civil Aviation Authority.  Bidders who download the tender document willnot be required to pay.   

Bids must be delivered to the address indicated in paragraph 10,on or before16th April 2014 at 1100 Hours. Electronicbidding will not be permitted. Late bids will be rejected.  Bids will beopened in the presence of the Bidders' representatives who choose to attend at KCAA Boardroom on 1st Floor, KAAComplex building, JKIA, Nairobi on 16th April 2014 at 1100Hours.

All bids must beaccompanied by a bid security of Thirty Thousand US Dollars (USD 30,000) or anequivalent amount in a freely convertible currency.
