Description : Global Green Growth Institute for its projects in Mexico is inviting eligible firms to submit their proposals for the consulting services for a market study and the development of a waste management system in San Quintín and San Felipe, Baja California, Mexico.
PROJECT BACKGROUND AND OBJECTIVES:
The Global Green Growth Institute (GGGI) was established as an intergovernmental organization with the objective of promoting sustainable development of developing and emerging countries including the least developed countries. GGGI is dedicated to supporting the creation and diffusion of the model of economic growth known as “green growth”. The green growth model integrates economic growth, environmental sustainability, poverty reduction and social inclusion. GGGI and NADBANK have collaborated since 2021, contributing for initiatives such as the NADBANK Green Loan Framework, Sustainable Bond Framework, Environmental and Social Risk Management System, ESG and Gender Equality policies, among others. Moreover, under UKPact and GCF Readiness, NADBANK has received and provided technical assistance for its sponsors, including Northern Mexico border states.
NADBank serves as a binational financial institution, established by the Governments of the United States and Mexico to provide financing to support the development and implementation of infrastructure projects, as well as to provide technical and other assistance for projects and actions that preserve, protect or enhance the environment in order to advance the well- being of the people of the United Stated and Mexico. NADBank provides a diverse range of financial services to support USA-Mexico border communities and other sponsors in the creation of sustainable projects through loans and grants in the sectors of sustainable water and wastewater management, solid waste, air quality, sustainable energy, urban development, sustainable buildings and industrial parks, green manufacturing and products, sustainable food value chain, resilient communities and infrastructure. Since its inception, NADBank has supported 323 infrastructure projects; approving approximately $3.29 billion in loans, $101.3 million on grants, and $743.7 million through the Border Environment Infrastructure Fund (BEIF) supporting a wide range of projects that contribute to environmental sustainability and economic development.
Mexico is currently facing a complex challenge in its waste management crisis, affecting millions of people in urban and rural communities. This situation is driven by their rapid population growth, urbanization, changing consumption patterns and a mismanaged waste management system (SEMARNAT,2022). Mismanaged waste often results in open dumping and burning, increasing GHG emissions and leading to severe impacts on human and ecosystem health (UNDP, 2024).
Mexico ranked second globally in 2021 for total waste generation, producing 47.67million tons (Statista,2024). On a national scale, the region with the highest per capita waste generation is the Northeast – which includes Baja California, Baja California Sur, Sinaloa and Sonora - with 1.083 kg/person/day (SEMARNAT,2020). This is significantly higher than regions such as the Central/Midlands, which include larger populations and territories such as Mexico City or the State of Mexico. In this context, the municipalities of San Quintin and San Felipe in Baja California present a unique opportunity to develop a well-structured waste management system, as they are recently established municipalities.
To tackle these challenges, a waste management project will be developed to generate a comprehensive understanding of current and projected waste management needs in San Quintín and San Felipe. To develop this project, a comprehensive market study is required. The market study detailed below will focus on mapping and evaluating waste streams, infrastructure gaps, and environmental risks, while realistic and inclusive solutions are proposed to improve institutional capacity. The waste management system proposed will have to be aligned to the Federal Law for the prevention and comprehensive management of waste, which establishes the basis of a) applying the principles of recovery, shared responsibility, and comprehensive waste management, under criteria of environmental, technological, economic, and social efficiency, which must be considered in the design of environmental policy instruments, programs, and plan for waste management; b) determining the criteria that must be considered in the generation and comprehensive management of waste to prevent and control environmental pollution and protect human health; c) establish the coordination mechanisms that, in matters of prevention of generation, recovery and comprehensive management of waste, correspond to the Federation, the federative entities and the municipalities.
PROPOSED ACTIVITIES & SCOPE OF WORK:
1) Proposed Activities for the Overall Project (general)
GGGI seeks to engage a competent consulting firm (hereinafter referred to as “Service Provider”) to provide a set of technical, environmental, financial and social pre-feasibility assessments for the municipalities of San Quintin and San Felipe, Baja California, to develop alternatives, compare and select: a) a short-term solution to address waste management needs that is aligned and conductive to, b) a long-term solution to managing solid wastes in a sustainable manner; including consultations with key stakeholders.
2) Scope of Work (detailed)
3) Hold a kick-off meeting with GGGI and NADBANK to confirm deliverables and agree on a schedule for follow-up calls, based on a detailed workplan shared ahead of the kick-off meeting.
4) Develop a characterization of the waste generated in the San Felipe and San Quintín municipalities, including classifications by place of origin and type of waste, and projections for 15, 20, and 30 years.
5) Conduct a baseline assessment (business-as-usual): Identify current waste management practices of the mentioned municipalities and surrounding areas, identifying gaps and opportunities. In order to do that, conduct field data collection in San Quintin and San Felipe, including quantitative and qualitative waste inventory, interviews with relevant stakeholders and authorities, community, operators, and generation projects.
6) Develop conceptual waste management alternatives through both a municipal short-term (1-3 year) solution (solutions as recycling, composting, and separate and transfer centres might be suitable), and a compatible long-term (5-20 year) strategy. This long-term solution could be local or regional, considering the Mexicali and Ensenada municipalities for San Felipe and San Quintin respectively. Each solution should be underpinned by pre-feasibility technical assessments of at least 3 viable solutions and accompanied by a roadmap.
7) Provide comparative financial estimates (CAPEX, O&M, and relevant indirect costs) for the proposed waste management solutions.
8) Recommend one (1) pair of solutions (short-term and long-term), including a basic assessment of scalability and sustainability over time. The prioritizing analysis must consider financial considerations: NPV, IRR, payback period, a sensitivity analysis, including the identification of viable sites as required, access, and long-term management.
9) Estimate preliminary environmental, social, and economic effects of the prioritized alternatives, including direct and indirect benefits (e.g., health improvements, avoided public costs) as well as potential negative impacts and proposed mitigation measures.
10) Assess and propose staged measures to develop necessary institutional capacity and governance necessary for implementation and management of the proposed alternatives.
11) Conduct consultations with key stakeholders (local communities, private sector, government, academia, NGOs) and feedback to gauge their interest, perception, and support for the assessment and prioritized waste management solution.

Please note that the procurement RFP closing time is 27 JUNE 2025 16.00 Hrs KOREAN STANDARD TIME.
If any bidder has any request for clarification on the TOR or any part of the tender documents, GGGI will be happy to clarify if they are received on or before 7 days before the deadline (namely: if the tender submission deadline is 16:00 27 June 2025 KST, then the due date for submission of request for clarification is 16:00 20 June 2025 KST).
Interested parties will be required to register their details on the GGGI e-Green Procurement Portal (https://in-tendhost.co.uk/gggi).
