Objectives: The key objective of this tender is to procure, install, and operationalize an integrated payroll and human resource management software for the Agency for the Recovery and Management of Seized or Confiscated Assets (ARGASC). This initiative aims to enhance ARGASC's administrative performance by improving automation, transparency, and process traceability within the agency. The project is a part of the Phase II of the "Lutte Contre la Corruption et l’Enrichissement Illicite" – LUCCEI Programme, aligning with the government's strategic priority to combat corruption by strengthening technical and organizational capacities of state structures. Specifically, the mission aims to implement a centralized digital solution to manage all human resource information, automate payroll processing incorporating variables such as bonuses, allowances, deductions, leaves, and absences, and ensure rigorous monitoring of contracts and their terminations. The system should facilitate leave and absence management through validation circuits and notifications, generate automated payslips and related financial documents in compliance with current fiscal, social, and administrative regulations, and enable secure self-service interfaces for staff access to personal data and HR processes. In addition to software deployment, the project involves training ARGASC personnel to ensure optimal tool adoption. The expected outcomes include boosting ARGASC's efficiency, transparency, and decision-making capabilities in human resource management, ultimately contributing to the governance, peace, and security objectives outlined in the Strategic Framework for Economic Recovery and Sustainable Development (CREDD 2019-2023).
