Eligibility criteria: Eligible participants are natural or legal persons, including those acting within a consortium, established in a Member State of the European Union or in eligible territories as defined by Article 11 of the IPA III regulation. Organizations must demonstrate the financial stability via audited financial statements from the years 2022 to 2024 and an average annual turnover of EUR 200,000 for legal entities. For professional qualifications, bidders must provide manufacturer authorization for the geographical region and demonstrate the successful completion of at least two pertinent contracts over the last three years. Technical capacity demands include ITIL certification and valid engineering qualifications related to data centers and security. Joint ventures must combine resources to meet these thresholds, ensuring the aggregate capabilities across partners conform to eligibility standards. Subcontracting is permitted if originating from eligible source countries developed under PRAG rules.
