Expression of Interest (EOI) for Hiring a Firm to Develop and Pilot Standard Operating Procedures (SOPS) for Implementing Sector-specific Goals of the ICT Sector Strategic Plan (SSP) 2024-2029

Objectives: The primary objective of this tender is to hire a qualified firm to develop and pilot Standard Operating Procedures (SOPs) aimed at facilitating the implementation of the Information and Communications Technology (ICT) Sector Strategic Plan (SSP) for 2024-2029 in Rwanda. This initiative is integral to transforming Rwanda into a knowledge-based economy by guiding the digital transformation, enhancing digital service delivery, and promoting digital inclusion. The firm will work collaboratively with the Ministry of ICT and Innovation (MINICT) to create a robust framework of SOPs that ensure sector-specific goals related to infrastructure, cybersecurity, digital skills, data governance, smart cities, and innovation ecosystems are met. The project is expected to last for six months, beginning from contract signing to November 30, 2025.
