Pilot-System Development of a Commune/Sangkat (C/S) Application for the OWSO MIS

Objectives: The tender aims to develop a functional pilot-system application for use at the Commune/Sangkat (C/S) level in Cambodia. This initiative simulates core digital administrative processes like civil registration to improve local service delivery. The project focuses on creating a proof of concept for digital interface systems to manage and track citizen service applications, implement flexible user management, establish scalable technical infrastructure, and ensure future interoperability with the existing Management Information System (MIS) used by One Window Service Offices (OWSOs).
