1、The Government of China has obtained a loan from the World Bank to finance the World Bank Loan Project for Prevention, Preparedness, and Response to Emerging Infectious Diseases in Hainan Province (Global "One Health" Hainan Demonstration Project), and plans to use part of the loan to pay for eligible expenditures under Contract Package Two of the 1.4.1 CDC Laboratory Upgrade and Capacity Enhancement Equipment Procurement Project (Contract No.: HN-G-21).

2、CITIC International Tendering Co., Ltd. (Procurement Agent), on behalf of the Hainan Provincial Disease Prevention and Control Bureau (Purchaser), hereby invites qualified and eligible bidders to submit sealed bids for the following goods and related services:

Rapid Serotyping Detection System for Escherichia coli, Electronic Turbidimeter, Automatic Washer, Automated Fecal Processing and Analysis System, Fully Automated Colony Counting Workstation, Fully Automated Microbial Identification and Antibiotic Susceptibility Testing Instrument, Intelligent Anaerobic and Microaerophilic Incubation System, Automated Microbial Sample Weighing and Dilution Device, Enzyme Substrate-Based Automated Microbial Counter, Electric Incubator, and other instruments and related services, as detailed in Chapter 6, Goods Requirements, of the bidding documents.

Delivery Period

90 calendar days from the date of contract signing.

3、This tender is conducted through a domestic competitive procurement method by requesting bids, in accordance with the “World Bank Procurement Regulations for Investment Project Borrowers” (“Procurement Regulations”). All bidders who meet the qualification requirements specified in the World Bank Procurement Regulations are eligible to submit bids.

4、Interested and qualified bidders may obtain further information from the addresses listed in this Invitation to Bid and may inspect or purchase the bidding documents daily (except Saturdays, Sundays, and statutory holidays) from June 23, 2025, to the bid submission deadline, during 9:00–11:30 AM and 1:30–5:00 PM (Beijing Time).

5、Potential bidders should note the provisions on eligibility and conflict of interest stated in Clause 4 of the Instructions to Bidders in the bidding documents. Any bidder with a conflict of interest shall be deemed ineligible.

6、The qualification requirements for bidders include:

Business Scale

The bidder's average annual turnover for the past three years (2022-2024) shall be no less than RMB 11 million.

Contract Experience

The bidder shall have successfully completed at least two supply contracts as a supplier since January 1, 2022, for laboratory instruments or equipment similar in nature and complexity to the products to be procured under this project (at least one contract must include a fully automated microbial identification and antibiotic susceptibility testing instrument), with each contract amounting to no less than RMB 3 million.
The bidder must provide supporting documents that meet the requirements, including but not limited to the contract agreements and acceptance certificates issued by users. Copies of the contracts attached to the bid must include pages that clearly show the following: the contract cover page indicating the project name, procurement content, contract signing date, contract amount, and contract signatures and seals, as well as the final user’s contact person and contact information.

Technical Experience

The goods provided must have at least [2] years of manufacturing experience. The bidder must provide supporting documents that meet the requirements, including copies of sales contracts for similar goods. Among them, at least [1] unit/set of the fully automated microbial identification and antibiotic susceptibility testing instrument must have been sold. The bidder must provide supporting documents that meet the requirements, including copies of sales contracts and invoices for similar goods.

Production Capacity

Minimum supply or production capacity to ensure the bidder has the capability to supply the required models, specifications, and quantities of goods. The bidder shall provide certification documents of the manufacturer of the goods offered, including copies of business licenses, performance test reports (if any), and other relevant documents. These documents should demonstrate the minimum supply or production capacity to guarantee the bidder's ability to deliver the required models, specifications, quantities, and quality of the goods.

Financial Standing

The audited annual financial statements (balance sheets and income statements) of the bidder for the most recent three years (2022, 2023, and 2024) shall reflect the bidder’s financial condition, demonstrating sustained profitability. The minimum requirement is that the bidder’s net assets (calculated as total assets minus total liabilities) must be positive for each of the past three years.

Cash Flow Capacity

Available quick assets [1. Quick assets include cash and cash equivalents, short-term financial notes, short-term held-for-sale securities, marketable securities, accounts receivable, short-term financing receivables, and other assets that can be liquidated within one year], credit lines, and other financing means shall be sufficient to meet the cash flow requirements for contract performance. The bidder’s ongoing contracts should also be taken into account. The minimum amount is RMB 1.2 million.

Litigation History

Outstanding claims, arbitrations, or other litigations shall not exceed 50% of the bidder’s net assets in total.

This project accepts joint venture bids. The maximum number of members in a joint venture shall be 2, and either the lead member or one of the joint members must meet the above qualification requirements.

7、Interested and qualified bidders may submit their applications to purchase the bidding documents to the address specified in this Invitation for Bids and pay a non-refundable fee of RMB 1,000. Payment can be made in cash or by direct transfer to the procurement agency’s account (Account Name: CITIC International Tendering Co., Ltd.; Bank Name: CITIC Bank Beijing Sanyuanqiao Branch; Account Number: 8110701013102383606). The bidding documents will be sent by mail. The Buyer and the procurement agency assume no responsibility for any loss or delay of documents during mailing.

8、All bid documents must be submitted to the address specified in this Invitation for Bids before 08:30 AM (Beijing Time) on July 30, 2025. Late submissions will be rejected. The bid opening will be conducted publicly at the address specified in this Invitation for Bids. Bidders may send representatives to attend the bid opening. The bid opening time is 08:30 AM (Beijing Time) on July 30, 2025. The bid documents must include a bid security. The amount of the bid security is RMB 70,000.00.
