Consultancy for the Review, Modernization and Expansion of Saint Lucia’s Explosives Act and Treatment of Explosives to Update the National Framework

Objectives: The Government of Saint Lucia seeks a qualified firm or consortium to revise and modernize the Explosives Act, initially passed in 1899 and last amended in 1964, to address a wider range of explosives, including ammunition, fireworks, industrial explosives, and pyrotechnics. The legislation will align with international safety, transport, storage, and licensing standards, fostering public safety, national security, and regulated commercial use, while providing clear guidelines for lawful recreational use. The project entails developing a comprehensive Explosives Policy Framework that includes licensing, safety standards, revenue mechanisms, enforcement strategies, and public education.
