Description
The ILO, in consultation with the federal government of Pakistan and the governments of Punjab and Sindh provinces, launched a pilot programme in Pakistan in early 2022, with funding from the European Commission, the Australian Department of Foreign Affairs and Trade, and the Pakistani National Economic Development Fund (EDF). The main objective of the programme is to improve enterprises’ compliance with national labour laws and international labour standards in the readymade garment & textiles sector, as well as to promote exports. The programme pursues 2 outcomes: 1. Better Work Pakistan (BWP) will have facilitated improvements in working conditions and enhanced business competitiveness in at least 120 factories (this target was increased to 150 factories by December 2025 to obtain non cost extension). 2. Better Work Pakistan will have strengthened overall labour market governance including social dialogue in the textile, clothing and footwear sector. Against these outcomes, the main purpose of this independent final evaluation of the Better Work Pakistan Program is to provide credible information about the project’s impacts at the policy and enterprise levels. This evaluation will thus assess the outcomes, achievements, challenges, and opportunities encountered during the implementation of the BWP project (2022-2025), during the pilot phase. It will focus on the direct effects the project brought to policy and enterprise outcomes and, where possible, it will go beyond the immediate activities of the project to assess eventual indirect effects at the enterprise, regional, and national level. The evaluation will focus on the following objectives: a. to assess the relevance, coherence, effectiveness, efficiency, sustainability, and impact of BWP pilot activities. b. to identify emerging patterns in changes in working conditions, labour rights, and business outcomes in participating enterprises, placing these in broader economic context such as export and job growth since the pilot programme was established. c. to assess emerging evidence on the contribution of the program to broader systemic change within Pakistan’s textile and garment sector. This includes strengthening the capacities of key stakeholders at the factory, sectoral, and national level, aimed at catalysing sound and productive labour relations, compliance, and social dialogue. D. to identify lessons learned (e.g. to identify what works and what doesn’t) and good practices for future programming, and document success stories from enterprises that demonstrate greatest impact.
