The Government of China has received the loan from World Bank, toward the cost of Jiangxi Province World Bank Loan Project on Preventive Preparedness and Response to Emerging Infectious Diseases and it intends to apply part of the proceeds of this loan to payments under the Contract for Procurement of specialized equipment for the wildlife in forestry sector.
  2. The Jiangxi Provincial Forestry Ecological Engineering Development Center (the Purchaser) hereby authorizes China CNTC International Tendering Corporation (the bidding agent) to invite qualified and eligible bidders to submit sealed bidding documents for the following goods and related services:

The detailed list and quantity of equipment is shown in the "Requirements for Goods" of the bidding documents.

The delivery period for the above goods and related services is 180 days after the signing of the contract.

  1. Bidding will be conducted through national competitive procurement using a Request for Bids (RFB) as specified in the World Bank's “Procurement Regulations for IPF Borrowers” (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations.
  2. This project allows for electronic bidding. Interested qualified bidders may download the bidding documents for free from the Jiangxi Provincial Public Resources Smart Trading Platform - Trading System (https://ggzyjy.jxggzyjy.cn/tpbidder) between September 29, 2025, and November 6, 2025, via the "Download Bidding Documents" menu. The new platform for Jiangxi Provincial Public Resources Trading has been fully operational, and this bidding will be conducted on the new platform as required. After logging into the trading platform by clicking the "Trade Entity Login" button in the middle right section of the page, bidders can register and download related materials. Bidders can also download the relevant operation manual from (https://www.jxsggzy.cn/fwzn/007001/007001003/20241119/f6bdfc69-2827-4775-b0dc-04079c720c96.html) to familiarize themselves with the process. For any issues related to system operation on the new platform, please call the customer service hotline: 0512-58188507. Clarification responses or additional documents will be uploaded to the Jiangxi Provincial Public Resources Smart Trading Platform - Trading System (https://ggzyjy.jxggzyjy.cn/tpbidder), and bidders can collect clarification documents and supplementary documents from the "Clarification Document Collection" menu. Bidders should monitor the system regularly, as the purchaser or the bidding agent is not responsible for whether bidders have seen the clarification responses or any supplementary documents.
  3. The attention of prospective Bidders is drawn to the eligibility and conflict of interest provisions under ITB 4 of the Bidding Documents. All Bidders found to have a conflict of interest shall be disqualified.
  4. Qualifications requirements include
  1. Business Scale: The bidder's average annual turnover for the past three years (2021-2023) should be no less than CNY 45 million RMB
  2. Contractual Experience: The bidder has successfully implemented at least 2 equipment supply, installation and integration projects as a supplier of major goods and services with a cumulative contract amount of not less than CNY 24 million in the recent 5 years (September 1, 2020 - Bidding Deadline), which should have been successfully operated for more than 1 year.
  3. Financial Position: Submit audited annual financial statements (balance sheet, profit and loss account) for the last three years (2021-2023) reflecting the financial status of the bidder, showing long-term profitability. As a minimum requirement, the bidder's net worth (calculated as the difference between total assets and total liabilities) should be positive for each of the last three years
  4. Cash Flow Capacity: The bidder must demonstrate that it has obtained or has access to financial resources such as liquid assets, unencumbered real estate, lines of credit, and other financial means, excluding any contractual advances, in order to satisfy the following cash flow requirement: an amount of CNY 6 million.
  5. Litigation History: All pending claims, arbitration, or other litigation shall represent in total not more than 50% of the Bidder’s net worth.
  6. Credit Requirements:Bidders must not be listed as seriously illegal and dishonest enterprises in the National Enterprise Credit Information Publicity System (https://www.gsxt.gov.cn/) by the Administration for Industry and Commerce. The bidder must not be listed as a dishonest person subject to enforcement on the "Credit China" website (www.creditchina.gov.cn) by the People's Supreme Court.

  1. Bidding documents will be downloaded free of charge online through the Jiangxi Province Public Resources Trading Platform.
  1. All bidding documents must be uploaded to the Jiangxi Provincial Public Resources Trading Platform by 09:30 Beijing time on November 7, 2025. Late submissions or bids that are not uploaded to the electronic bidding system by the bid deadline will be rejected. In addition, a hard copy version of the bidding document must be submitted (the hard copy version must be consistent with the soft copy version and may be submitted via mail or other methods). The bid opening will take place at the address specified in this Invitation For Bids. This project will adopt the "non-in-person Bidding" system, allowing bidders to attend the opening remotely without being present at the site. Bidders must sign in and decrypt online in the Jiangxi Provincial Public Resources Trading Platform - Non-in-person Bidding Hall system at least one hour before the bid opening deadline (please refer to the bidder's operation manual for detailed instructions). Bidders are not required to decrypt the bidding documents at the opening site. The bid opening will take place at 09:30 Beijing Time on November 7, 2025. The bidding documents must include the bid security. The bid security amount is RMB 600,000. If the bid security is in the form of a bank guarantee, the beneficiary of the guarantee should be the Jiangxi Provincial Forestry Ecological Engineering Construction Center, and it must follow the format specified in Section IV of this bidding document (bank guarantee). The bank guarantee's validity period should exceed 28 days after the bid validity deadline. The original bank guarantee must be sealed and submitted with the bidding documents.
