Pemerintah Republik Indonesia telah menerima bantuan dana berupa pinjaman dari International Bank for Reconstruction and Development (IBRD) untuk membiayai Supervisi Pengendali Banjir Kali Kedurus di Kota Surabaya dan bermaksud untuk menggunakan sebagian dari dana pinjaman tersebut untuk membiayai Paket Kontrak Layanan Jasa Konsultan.

Jasa Layanan Konsultan termasuk dukungan pengelolaan implementasi subproyek, bantuan teknis untuk persiapan subproyek dan pengawasan konstruksi subproyek tahun pertama. Untuk itu Konsultan Supervisi Pengendali Banjir Kali Kedurus di Kota Surabaya ini terdiri atas Tenaga Ahli Utama (Key expert) yang diperlukan. Perusahaan konsultan harus menyediakan tenaga ahli professional yang ditugaskan selama 18 bulan kalender sampai berakhirnya pelaksanaan paket pekerjaan Supervisi Pengendali Banjir Kali Kedurus di Kota Surabaya. Kerangka Acuan Kegiatan Supervisi Pengendali Banjir Kali Kedurus di Kota Surabaya terlampir pada REOI ini.

Kementerian Pekerjaan Umum, Direktorat Jenderal Sumber Daya Air, Balai Besar Wilayah Sungai Brantas mengundang perusahaan konsultan yang memenuhi syarat untuk memasukkan pernyataan berminat untuk memberikan layanan jasa konsultan. Perusahaan konsultan yang berminat harus memberikan informasi yang menunjukkan bahwa perusahaan konsultan yang bersangkutan memenuhi kualifikasi dan pengalaman untuk menjalankan layanan jasa tersebut di atas (misalnya: brosur/riwayat organisasi dan pengalaman dalam menjalankan layanan jasa konsultan dengan sifat dan kondisi yang sama, dan informasi lainnya yang relevan). Kriteria untuk pemilihan daftar pendek adalah: [i] Perusahaan Konsultan sudah pernah menyelesaikan kontrak proyek pengelolaan dana bantuan/pinjaman luar negeri dengan nilai kontrak >Rp2.500.000.000,- dalam kurun waktu 5 tahun terakhir; [ii] perusahaan konsultan memiliki pengalaman dalam jasa konsultansi konstruksi pengelolaan banjir (Perencanaan/study/DED/supervisi untuk pekerjaan pintu air/groundsill) dalam 5 tahun terakhir; [iii] perusahaan konsultan memiliki pengalaman dalam pelaksanaan proyek pengawasan konstruksi bidang sungai/banjir (pembangunan tanggul/parapet/perkuatan tebing sungai/kanal banjir/floodway/pekerjaan pompa banjir/kolam retensi/polder) dalam 5 tahun terakhir. [iv] Perusahaan Konsultan memiliki tenaga ahli tetap (dibuktikan dengan payroll regular perusahaan). Kualifikasi dan Pengalaman Tenaga Ahli Utama (Key experts) tidak disertakan dalam kriteria pemilihan daftar pendek. Tenaga Ahli Utama (Key experts) tidak akan dievaluasi pada tahap pemilihan daftar pendek (shortlisting). Hanya pengalaman perusahaan anggota KSO yang akan dievaluasi, pengalaman sub-consultant tidak akan dievaluasi.

Perusahaan konsultan diperkenankan untuk berassosiasi dengan perusahaan konsultan lain dalam bentuk KSO (Kerjasama operasi) atau sub-konsultan guna meningkatkan kualifikasinya, tetapi harus menunjukkan dengan jelas apakah asosiasi tersebut berbentuk KSO dan/atau sub-konsultan. Dalam hal KSO, semua mitra dalam KSO harus secara bersama-sama bertanggung jawab atas seluruh kontrak, jika dipilih.

Perusahaan konsultan akan diseleksi mengacu pada metode CQS (Consultant Qualification Selection) sesuai dengan Procurement Regulation, November 2020. Perusahaan konsultan yang berminat harap memperhatikan prosedur dalam paragraf 3.14, 3.16, dan 3.17 Peraturan Bank Dunia : Procurement Regulations for IPF Borrowers, November 2020 (Procurement Regulations) tentang kebijakan Bank dunia mengenai konflik kepentingan. Selain itu, silakan merujuk ke informasi spesifik berikut tentang konflik kepentingan terkait dengan penugasan ini sesuai paragraph 3.17 Procurement Regulations.
