Procurement of special machinery for forest fire prevention
Contract G/ICB-19

The Government of the Republic of Kazakhstan has received a loan from the International Bank for Reconstruction and Development toward the cost of a Forest Protection and Reforestation Project and intends to apply part of the proceeds of this loan to payments under the Contract for G/ICB-19 "Procurement of special machinery for forest fire prevention". This contract will be financed by the Republic of Kazakhstan and the IBRD.

The Forest and Hunting Committee of the Ministry of Environment and Water Resources of the Republic of Kazakhstan now invites sealed bids from eligible and qualified bidders to supply the following goods:

Lot 1:Patrol light forest fire vehicle: 6 units
Lot 2: Cross-country passenger bus for special transportation: 12 units
 
Bidders are allowed to submit bids for any or all lots. Bid will be evaluated for each lot individually and contract awarded to the firm offering the lowest evaluated total cost for each lot and meeting general qualification criteria for number of lots submitted.
 
Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits (May 2004 edition), and is open to all bidders from Eligible Source Countries as defined in the Guidelines.

Qualification requirements include:
- Supplier should have work experience in supply of similar equipment not less than 3 years.  
 
A complete set of Bidding Documents in English and Russian may be purchased by interested bidders on the submission of a written Application to the address above in Project Coordination Unit from 09.00 till 18.00.
The Bidding Documents will be sent by regular mail and a courier. To receive a bidding document with a Courier an advance payment should be made by a Bidder to the Courier. Bidding documents shall be pouched only upon receipt of the payment by the Courier for delivery services. Bidding documents may also be sent by e-mail.

Bids must be delivered to the address below before 15:00 o'clock on June 25, 2014. Electronic bidding will not be permitted. Late bids will be rejected.  Bids will be opened in the presence of the bidders' representatives who choose to attend in person. All bids must be accompanied by Bid Securities  in the amounts described below:
Lot 1
13 000 (thirteen thousand) US dollars, or the amount equivalent to it in convertible currency
Lot 2
20 500 (twenty thousand and five hundred) US dollars, or the amount equivalent to it in convertible currency

The Bidders who choose to attend the public bid opening in person shall send a Letter of Authorization on the name of a person who will attend the public bid opening on behalf of the Bidder prior to the bid opening (at least five days before bid opening date) in order to issue a pass to the Forest and Hunting Committee building.
