Objective and Purpose of the Assignment

This training should focus on training and building capacity for higher value tourism services for safari jeep drivers, DWC staff in Wasgamuwa National Park and the local community in safari guiding and community based elephant viewing tourism. A parallel assignment (separate contract) will prepare a sustainable tourism destination and management plan for developing Wasgamuwa National Park as a high end wildlife tourism destination including a regulatory framework for tourism management within the national park. It is expected that the selected training firm will work closely with the Tourism Consultant to ensure the more advanced training programs will be compatible with the recommendations of the Tourism Plan. It is anticipated this project will provide a model for attracting higher end wildlife and nature tourists for Sri Lanka to optimize the revenue from its biodiversity across the protected area system, improve destination management effectiveness & sustainability.

To support higher value tourism, the DWC aims to restrict tourism services for trained entrepreneurs only. In addition to improving the wildlife and nature tourism experience in the national park, this assignment will support DWC’s work with other stakeholders, including local communities in promoting community-based elephant viewing tourism outside the PA. Local community members will be trained so that visitors to the national park can be accompanied either by a trained DWC guide, certified safari driver-guide or by a trained local community guide to ensure wildlife behavior interpretation will be a part of the improved visitor experience.
