SPECIFIC PROCUREMENT NOTICE
REQUEST FOR QUALIFICATIONS FOR INDIVIDUAL CONSULTANT SERVICES .

Introduction
1. The United States of America acting through the Millennium Challenge Corporation (“MCC”) and the Government of the Republic of Indonesia (the “Government”) have entered into a US$600,000,000 Compact for Millennium Challenge Account assistance to help facilitate poverty reduction through economic growth in Indonesia through three projects: the Green Prosperity (“GP”) Project; the Community-Based Nutrition to Reduce Stunting Project; and the Procurement Modernization (“PM”) Project. The Government of Indonesia, acting through the Millennium Challenge Account Indonesia (“MCA-Indonesia”) intends to apply a portion of MCC funding to eligible payments under a contract for which this Request for Qualifications is issued. Any payments made under the proposed contract will be subject, in all respects, to the terms and conditions of the Compact and related documents, including restrictions on the use and distribution of MCC funding. No party other than the Government and MCA-Indonesia shall derive any rights from the Compact or have any claim to the proceeds of MCC funding.
. Background of the GP Project .
2. The GP Project is a five year, $332 million program that aims to promote environmentally sustainable, low carbon economic growth as set forth in the Government’s medium- to long-term development plans (RPJP and RPJM), the National Greenhouse Gas Emission Reduction Action Plan (RAN-GRK), and Regional Spatial Plans (RTRW). The GP Project will provide a combination of technical and financial assistance to support rural economic development that raises real incomes of Indonesians in a manner that reduces reliance on fossil fuels, improves land management practices, protects natural capital, and complements efforts to reduce emissions from deforestation and environmental degradation. The GP Project will involve local communities and local and regional governments in these activities to improve the implementation of government policies and regulations that support low carbon development, as well as build capacity of local communities in natural resource and environmental management. Objectives of the Assignment .
3. As part of the Green Prosperity team, the Communications Manager for Green Prosperity (GP) Project will develop, manage and execute the communications strategy for GP Project. The position is also to coordinate with MCA-Indonesia Communications and Outreach Director for technical and procedural guideline, and to support the overall Green Prosperity operations for smooth project implementation. The Communications Manager will also work closely with the GP Web Portal consultant who will be in charge of developing, maintaining, and updating the GP Project website; relevant supporting communications & outreach team unit; and consultants identified to support the execution of communications strategy.

5. The interested Individual Consultants will be evaluated based on the following qualifications:
1. Education, experience and technical competencies:
• A Degree in any one of the field Communications, Journalism, Public Relations, Business Administration or related field. An advanced degree is an advantage.
• Have approx. seven (7) or more years of relevant working experience in developmental programs, corporate communications community, event organization and public outreach. Have experience in mid-level management is an advantage.
• Have knowledge and experience with developing and executing communications strategy for development issues.
• Have up-to-date knowledge and experience in managing development of communications medium/activities: print, audio/visual, advertising and promotional communication products, event organizer, media management,
• Demonstrate ability and experience in selecting and managing advertising agency, public relations firm and /or event organizers.
• Fluency in Bahasa Indonesia and excellent written and verbal communication skills in English.

• Experience in environmental communications is desired.
• Good Information and Technology skills, e.g. word processing, power point and communications and publishing applications
• Experience with or willingness to learn and adopt best practices related to open source data management (e.g., CKAN).

6. The Consultant is expected to work full time for a period of twelve consecutive months (annual contract) with a possibility of extension subjected on the consultant’s performance and the need of MCA-Indonesia. Consultant will be based in MCA-Indonesia Office in Jakarta. . How to Apply .
7. MCA-Indonesia hereby invites interested Individual Consultants to submit their Application as per instruction herein below (Section 12). . 8. Interested Individual Consultants shall submit the following (in English only):
. (i) Curriculum Vitae (“CV”), using the CV template provided by MCA-Indonesia, detailing the consultant’s professional qualifications, areas of expertise, and experience carrying out similar assignments.
(ii) Professional references (at least three (3) referees) with contact details, including a valid email address. . Proof of all professional qualifications and work experience indicated in the CV may be requested to the selected consultant.

9. Interested Consultants shall submit their CVs as per instruction on Section 9 above to the address below on or before June 13, 2014, 10:00 a.m., Jakarta local time. Applications received after this date and time shall not be considered. .

Selection Process .
11. An Individual Consultant will be selected following the Individual Consultant Procedures as defined in the MCC Program Procurement Guidelines (available at the following Website: http://www.mcc.gov/pages/business/guidelines) .
12. Individual Consultants’ CVs and related documents will be evaluated to determine if they meet the qualifications requirements stipulated in Section 6 (above). The education, adequacy for the assignment and language requirements will be evaluated. A Consultant shall be rejected if he/she fails to satisfy any of the mandatory requirements. .
13. After the Evaluation of Qualifications, the Consultant that satisfies the mandatory requirements and is deemed most qualified will be interviewed in person or by telephone in order to confirm qualifications. References will also be checked. If the verification process supports the initial findings, the Consultant will be requested to submit a financial proposal and may be invited to negotiate the contract. Should negotiations fail with the most qualified Consultant, the MCA-Indonesia may at is discretion proceeded to verify the qualifications of the next highest ranked Consultant. .
14. Final selection will be subject to reasonableness analysis of the proposed fee. If verification is not satisfactory and the proposed fee is not reasonable, negotiations may be terminated. .
15. MCA-Indonesia is not bound to accept any of the CVs or other documents submitted, and may cancel the selection process at any time without providing any justification to the Consultants. . Bid Challenges

MCA-Indonesia shall entertain a bid challenge from any contractor, supplier, or consultant that claims to have suffered or that may suffer loss or injury due to a breach of a duty by MCA- Indonesia in the conduct of this procurement.
