Objective and Purpose of the Assignment

The objectives of this assignment is to collect and analyze the data on urban transport scenario, 
travel demand modelling / forecasting, development of Integrated Urban Land Use and Transport 
Strategy, development of strategies for pedestrians and other non-motorized transport, development 
of mobility plans, development of short-term, medium-term and long-term development strategies, 
analysing the viability of proposals and their prioritization under each development strategies, 
preparation of implementation program, stakeholder consultations and establishment of economically 
viable solutions; and formulation of institutional and capacity development strategies for the 
local authorities. Being the pilgrimage towns and historically and culturally important towns, the 
development goals and strategies shall give more emphasis on these aspects.

evaluation if the SOE is: (i) legally and financially 
autonomous; (ii) operate under commercial law; and (iii) 
not dependent agency of the borrower or sub-borrower (i.e., 
of any government agency). However, government-owned 
universities or research centers in the borrower’s country 
may be eligible subject to case-to-case approval from ADB.
