Objective and Purpose of the Assignment
A. Background
1. Thailand has one of the fastest-growing EV markets in SE Asia. EV registrations surged to 66,000
units in the first seven months of 2025, nearly matching the 2024 total of 67,000 units in 2024 in
just half a year. Projections suggest 2025 EVs sales will reach 100,000 and account for 20% of new
passenger vehicle sales. Analysts now expect EV vehicle sales to approach 300,000 units annually –
and 30% of total car sales - over the next four years. This is in line and may exceed the Thai
Government’s 30@30 target (30% of passenger vehicles sold are EVs by 2030).
2. The rapid growth of EVs creates opportunities for utilities to utilize the distributed energy
resource inherent in EV battery storage. Potential “use cases” for EV bidirectional battery
charging include EV demand side management, reducing peak loads, providing grid resiliency services
such as frequency regulation and voltage support, and smoothing out the intermittency of variable
renewable energy. Utilities around the world are working to demonstrate the potential of EVs as
“virtual power plants” capable of helping grid operators maintain reliability and reduce
electricity production costs.
3. EGAT is a leader in demonstrating these “use cases” in the ASEAN region. A team from EGAT’s
Renewable Energy & Digital Utility Business Development (RE&DUBD) Unit has worked with EGAT’s
Demand Response Center to prove the concept of bidirectional management of EV batteries in response
to grid operator commands. The RE&DUBD Unit has also engaged with Thailand’s Original Equipment Car
Manufacturers (OEMs) car manufacturers to encourage inclusion of bidirectional charging capability
- needed for vehicle-to-house and vehicle-to-grid integration - into EV passenger vehicles sold in
Thailand. Thanks to rising global interest, more and more EV models (including BYD Dolphin and Atto
3, MG4, Hyundai Ioniq 6, and Kia EV 9) nowinclude capabilities for bidirectional charging.
4. EGAT planning calls for a 1000-unit V2H pilot project in 2026 which will take advantage of
Thailand’s existing Time-of-Use tariffs. Eligible EV owners – whose vehicles are properly equipped
- will be able to save on their electricity bill through overnight battery charging followed by
discharging to meet household demand during the afternoon and evening peak periods. Based on the
pilot project, this can be scaled up significantly in 2027 and beyond. Applicable “use cases” can
also be further expanded to include dispatch for load reduction or grid services.
5. ADB will support EGAT’s V2H and V2G development efforts through: (i) Knowledge Exchange (KE)
with leading global EV practitioners, technology developers/providers, utilities and regulators;
(ii) Technical Assistance (TA) support of VGI pilot project implementation and grid-scale program
strategy development; (iii) TA support on VGI-related analytic and modelling needs; and (iv) TA
advisory on regulatory needs and processes with Thai energy entities (ERC, EPPO MOEN) for utilizing
VGI and other decentralized resources in Thailand’s Power Development Plan (PDP). The TA will
primarily support EGAT’s VGI-responsible department (the Renewable Energy and Digital Utility
Business Development Unit) and other VGI-responsible/relevant departments (e.g., Demand Response
Control Center; Power System Planning Division). EGAT will be the Beneficiary of the TA and will
provide the consultant counterpart staff and access to data and information. This ToR seeks
responses from firms with expertise in VGI to deliver this support.
B. Objectives
6. The ToR’s objectives are:
i. Enable Knowledge Exchange (KE) between EGAT and leading global VGI practitioners on key aspects
of VGI program planning, implementation and operations. KE modalities will include in-person
workshops at EGAT with VGI experts from the UK, US, Australia and elsewhere as well as technical
visits to and inspections of leading VGI programs and facilities.
ii. Facilitate implementation of EGAT’s 2026 VGI pilot project through Technical Assistance on
program offerings, marketing and promotion campaigns; pilot project design and targeting; operating
strategies; customer interface design (e.g., metering, controls, communication); installer
procurement by EGAT with its own financing; and program evaluation.
iii. Support EGAT in performing VGI-related analysis and modelling, including cooperation with the
Power System Planning Division (PSPD) on co-optimizing benefits for both pilot project participants
and EGAT.
iv. Advisory support on regulatory and legislative needs for grid-scale V2H/V2G programs.
