Recent efforts focus on rebuilding basic infrastructure, improving port and airport facilities, and restoring institutional capacity with support from international partners. Continued progress in governance reform, debt restructuring and private sector engagement is essential to translating reconstruction investment into sustainable economic recovery and broader development gains.

Somaliland is a self-declared independent territory in the Horn of Africa that has operated with its own government and institutions since 1991, though it is not internationally recognised as a sovereign state. Its economy relies heavily on livestock exports, remittances from the diaspora and trade through the Port of Berbera. Its development initiatives have focused on expanding transport and port infrastructure, strengthening public financial management and improving energy and telecommunications services. International partnerships and private investment - particularly in logistics and corridor development linking Ethiopia to the coast - are supporting economic activity. However, limited international recognition restricts access to multilateral financing and development assistance, constraining the scale of infrastructure investment and institutional development.
