The Ministry for Foreign Affairs invites tenders for the evaluation of the Finnish NGO-partnership agreement scheme.
The Ministry for Foreign Affairs of Finland maintains special partnership agreements with 10 NGOs. To develop further this scheme and to draw lessons from the past three years of implementation, the Unit for Evaluation and Internal Auditing of the Department for Development Policy of the Ministry is launching an evaluation endeavour for this purpose.
The overall objective of the evaluation is:
The maximum upper limit of the budget of the evaluation is 130 000 euro.
The value added tax is not included in the above sum.
The evaluation entails two levels of study: a desk-type of study in Finland and then field work in three countries, Bolivia, India and Uganda.

Consultants interested in tendering may make further queries until Tuesday 22 May 2007, 3 p.m.. After that date queries will not be answered.
The tenders are requested to be sent in writing, and in accordance with the Invitation to Tender specifications, to the Ministry for Foreign Affairs, Department for Development Policy, Unit for Evaluation and Internal Auditing, Katajanokanlaituri 4 A, FI-00161 Helsinki, Finland. The Tender must be received by the Ministry not later than Monday 11 June 2007, at 12.00 noon hours.
