  1. The Government of the Republic of Angola has received financing from the World Bank toward the cost of the Electricity Sector Improvement and Access Project and intends to apply part of the proceeds toward payments under the Contract for Rehabilitation and Upgrade of Cuito and Quileva Substations – Electricity Sector Improvement and Access Project (ESIA). For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing.
  2. The Ministry of Energy and Minerals (MINEA) now invites sealed Bids from the eligible Bidders for REHABILITATION AND UPGRADE OF CUITO AND QUILEVA SUBSTATIONS – ELECTRICITY SECTOR IMPROVEMENT AND ACCESS PROJECT (ESIA).
  3. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023 (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations.
  4. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): Forty Percent (40 %) and for Bid cost: Sixty Percent (60%).
  5. Interested eligible Bidders may obtain further information from Electricity Sector Improvement and Access Project (ESIAP), Project Coordination Unit of the Electricity Sector Improvement and Access Project (ESIAP) and inspect the bidding document during office hours from Monday to Friday, 09:00 hours to 15:00 hours Angola local time at the address given below.
  6. The bidding document, in English,will be provided free of charge to all eligible Bidders upon the submission of a written application to the address below. The document will be sent by email in a non-editable format. If delivery by courier is requested, the cost shall be borne by the bidder.
  7. Bids must be delivered to the address below on or before 10:00 hours Angola local time on Friday, August29, 2025, Electronic bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on Friday, August29, 2025, at 10:30 hours Angola time. All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening.
  8. All Bids must be accompanied by a Bid Security in the form of Bank Guarantee of USD 180,000 (United States Dollars One Hundred Eighty Thousand Only)
  9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
