Objective and Purpose of the Assignment

The Asian Water Development Outlook (AWDO) was initiated by the Asian Development Bank (ADB) and the Asia-Pacific Water Forum (APWF) to highlight important water management issues in the Asia- Pacific region. Two editions of the outlook report have been published in 2007 and 2013 respectively. AWDO 2007 underlined the need to address water security with a broader perspective than traditional sector-focused approaches. AWDO 2013 provided the first quantitative and comprehensive view of water security in the countries of Asia and the Pacific. The third edition of AWDO is planned for publication in 2016. To refine the analytical framework and associated indicators to provide more detailed analysis and greater confidence in water security assessments, the Asia-Pacific Center for Water Security (APCWS), Tsinghua, as the coordinating organization, has initiated preparatory work of the third edition of the AWDO (AWDO 2016). To prepare AWDO 2016, the APCWS will form a research group on water security research network in the Asia-Pacific region for the AWDO 2016. The proposed assignment AWDO Package C will focus on strengthening the analytical tools for estimation of Environmental Water Security.
