CONSULTING SERVICES FOR CONDUCTING A STUDY ON THE CONTRIBUTION OF WATER RESOURCES DEVELOPMENT AND ENVIRONMENTAL MANAGEMENT TO UGANDA'S ECONOMY

The Government of the Republic of Uganda has received financing from the World Bank towards the cost of the Water Management & Development Project. The Government intends to apply part of the proceeds for eligible payments under consultancy services for a study on the "Consulting Services for Conducting a Study on the Contribution of Water Resources Development and Environmental Management to Uganda's Economy''. The study will assess the economic value of water and environmental goods and services – and the costs of degradation and insufficient action in the sector – to answer one main question: what is the current and potential contribution of the water and environment sector to Uganda's economy and national development?
 
The consulting services ("the Services") include: Collecting and conducting a thorough review of relevant information, studies and reports; developing a methodological approach appropriate for local circumstances in Uganda while using proven techniques and maintaining rigorous analytical standards; identifying and collecting relevant data and information required for the assessment, from both secondary and primary sources, as needed; conducting analysis for estimating the economic contribution of water resources development and environmental management; report writing capturing the results/findings and carefully documenting all aspects of the analysis, including detailing the process, methodology, models and tools, data, assumptions, limitations/areas of uncertainty, etc. In the course of the assignment the consultant will carry out participatory workshops, or other meetings as relevant, in order to raise awareness on the study, seek feedback and agreement, and report on findings and results. The Consultant will develop a ''toolbox'' (including guidance notes and simple spreadsheet tools based on the models used) for training purposes and for input to possible future replication of the valuation exercise, as well as provide capacity building to ministry staff and other stakeholders on the ''toolbox''.
 
The project implementation period is 12 months and the assignment is expected to commence in January 2015. The Ministry of Water and Environment now invites eligible consultants to indicate their interest in providing the services.
 
Interested consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, proof of legal status, knowledge and specific experience, training, monitoring and impact evaluation and promotion of private sector participation).
 
The short listing criteria, is:

Experience in at least three (3) similar assignments of which one (1) should have been in Sub-Saharan Africa,
Presence of appropriate skills among staff in the relevant areas of the expertise is in the areas of: Water Resources Economics, Environmental/Natural Resources Economics, Agriculture or Agricultural Economics, Development Economics, Water Resources (including climate change), Wetlands and Forestry, and Energy Economics or Engineering.
 
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers [January 2011] ("Consultant Guidelines"), setting forth the World Bank's policy on conflict of interest.
 
Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications. The form of association, Joint Venture or Sub consultancy where applicable, should be indicated in the Expression of Interest.
 
A consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Consultant Guidelines.
 
Expressions of Interest (One original plus five copies) must be delivered in a written form to the address below.
 
The packages must be clearly marked "EXPRESSION OF INTEREST FOR CONDUCTING A STUDY ON THE CONTRIBUTION OF WATER RESOURCES DEVELOPMENT AND ENVIRONMENTAL MANAGEMENT TO UGANDA'S ECONOMY".
