Contract No. and Title : SAM-PSEP-13/01PROCUREMENT OF GOODS FOR 33kV UNDERGROUND TRANSMISSION CABLE FROM FIAGAPOWER STATION TO TANUGAMANONO POWER STATION VIA FULUASOU SUBSTATION
Deadline for Bid Submission : 15 November 2010 at 2:00 p.m. (local date and time)

1.    This invitation for bids follows the general procurement notice for this Project that appeared in ADB Business Opportunities on 11 October 2007.

2.   The Government of Samoa has received a loan from the Asian DevelopmentBank (ADB) towards the cost of Samoa Power Sector Expansion Project.This loan is jointly financed by the Japan International CooperationAgency and a grant by the government of Australia through AusAID. Partof this loan will be used for payments under the contract named above.Bidding is open to bidders from eligible source countries of ADB. Theeligibility rules and procedures of the ADB will govern the biddingprocess.

3.   Bidders may bid for one or several contracts, as further defined in thebidding document. Bidders wishing to offer discounts in case they areawarded more than one contract will be allowed to do so, provided thosediscounts are included in the Letter of Bid.

4.   The Electric Power Corporation (the Purchaser) invites sealed bids fromeligible bidders for the procurement of underground power line cablesand materials for its 33kV Underground Transmission Line Cable fromFiaga Diesel Power Power Station to Tanugamanono Diesel Power Stationvia Fuluasou Substation. This bid is in three (3) lots and bidders canbid for one or several lots as follows:

  • Lot 1 - About 111,000 metres in total length of 33kV underground cables and related materials;
  • Lot 2 - About 14,500 metres in total length of conduits and magslab;
  • Lot 3 - About 3 pole mounted distribution transformers;
  • Lot 4 - About 76 wooden power poles and crossarms;
  • Lot 5 - Galvanised Line Hardwares, Insulators and other line materials;
  • Lot 6 - About 12,000 metres of Aluminium Overhead Conductors; and
  • Lot 7 - About 1,700 cubic metres of dust sand to be supplied locally.

5.    International competitive bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope Bidding Procedure.

6.   To obtain further information and inspect the bidding documents,bidders should contact the following person at the address given belowfrom 9:00 a.m. to 12:00 noon, and from 1:00 to 5:00 p.m., weekdays:

7.   Bid Documents can be made available to interested bidders free ofcharge via emails but bidders wish to submit bids must purchase thebidding documents and register as follows:

  • visitthe office of EPC Project Management Unit at the address indicatedabove and pay a nonrefundable fee of USD300.00 in cash or cashier'scheque. A CD of the Tender Document can be uplifted from the PMUoffice.

  • contact the EPC Project Management Unit at the addressindicated above via emails and pay a nonrefundable fee of USD300.00 ina form of cashier's cheque or telegraphic transfer to an EPC bankaccount in Samoa which will be released to only those requested foremail delivery of the tender documents. Amount to be received in EPC'sbank account shall net the amount stated above excluding local bankfees which should be paid by bidder. No liability will be accepted forloss or late delivery.

9.   The Electric Power Corporation will not be responsible for any costs orexpenses incurred by the bidders in connection with the preparation ordelivery of bids.
