Objective and Purpose of the Assignment

The Asian Development Bank (ADB) has established the Pacific Pre-Arranged Resources for Enhancing Preparedness and Resilience Financing Partnership Facility (P-PREPARE) through TA 6929-REG: Enhancing Disaster Risk Understanding and Resilience. P-PREPARE aims to help Pacific Developing Member Countries (DMCs) increase the availability and quality of disaster risk financing (DRF) investments.

The Pacific Catastrophe Risk Insurance Company (PCRIC), a multi-donor funded disaster risk insurance company established for the benefit of the Pacific Islands region, is being considered as a potential recipient of grant financing under P-PREPARE. While PCRIC serves sovereign DMCs, it operates as a distinct legal corporate entity. Therefore, ADB requires an assessment of PCRIC’s financial management capacity, governance, regulatory and institutional arrangements, financial and insurance operations, systems, and controls to determine its readiness to receive, manage, use, report on and be audited for donor funds. The assignment will focus on financial management, governance, regulatory compliance, and insurance operations, including the entity’s ability to manage and report on grant resources transparently and in accordance with ADB requirements.
A consulting firm or consortium, led by one international Financial Management and Institutional Due Diligence Specialist as Team Leader and supported by insurance/actuarial and policy/regulatory experts, will conduct (i) a Financial Management Assessment (FMA), (ii) a governance, regulatory and institutional review, and (iii) an assessment of financial and insurance operations, systems and related risk. The assignment will be implemented as a lump-sum consulting services contract.
The assessment will determine whether PCRIC has adequate financial management arrangements, systems, controls, governance, regulatory compliance, institutional capacity and insurance operations to receive, manage and report on potential ADB/P-PREPARE support, including premium support, capitalization support, or other eligible grant resources. This will include both documented policies, rules and controls and how these are implemented in practice.
The consulting firm or consortium will confirm a proportionate methodology in the inception report, including document review, remote interviews, and process or systems walkthroughs, as appropriate. The tasks and activities will include but are not limited to the following: 1. Financial Management Assessment 2. Governance, Regulatory, and Institutional Review 3. Financial and Insurance operations, Systems, and Risk Assessment
