Objective and Purpose of the Assignment

The Asian Development Bank (ADB) supports the Association of Southeast Asian Nations (ASEAN) Capital Markets Forum (ACMF) through regional technical assistance to advance the implementation of ACMF Action Plans endorsed by ASEAN Finance Ministers. Under the ACMF Action Plan 2026–2030, the Encourage Use of SupTech and RegTech among ASEAN Member States initiative aims to strengthen regulatory effectiveness, and regional integration by promoting the risk-based adoption of technology‑enabled supervisory and regulatory solutions across ASEAN.

In the context of rapid digital transformation, Sup/Reg Tech are increasingly critical to enhancing supervisory efficiency, regulatory compliance and cross‑border regulatory cooperation. The initiative supports ASEAN capital market regulators in developing strategic roadmaps and practical, policy‑relevant recommendations aligned with national and regional priorities, facilitating good‑practice sharing, and strengthening institutional and technical capacity. The expected outcome will support more effective, data‑driven, and risk‑based supervision across the region, and reinforce ASEAN’s collective engagement in global discussions on digital capital market regulation. This is well aligned with output 2 of TA 9924-REG, which aims to strengthen the regulatory capacity and regulatory cohesiveness of securities regulators in ASEAN.
