Objective and Purpose of the Assignment
The objective of this assignment is to support the Asian Development Bank (ADB) and the CAREC
Secretariat in the preparation of country-level digital corridor prefeasibility assessments and a
regional synthesis assessment aimed at identifying strategic opportunities to strengthen regional
digital connectivity, resilience, and integration across CAREC member countries.
The assignment will support the assessment of existing digital connectivity ecosystems,
identification of infrastructure and regulatory gaps, and development of potential digital corridor
initiatives capable of supporting future investment, regional cooperation, and implementation
pathways.
More specifically, the assignment will pursue the following objectives:
• Assess the current state of digital connectivity ecosystems across participating CAREC countries,
including international and domestic telecommunications infrastructure, cross-border connectivity,
interconnection infrastructure, legal and regulatory frameworks, and data governance and
cybersecurity conditions.
• Identify infrastructure, market, regulatory, and institutional gaps affecting the development of
resilient, diversified, and regionally integrated digital connectivity infrastructure.
• Identify and assess potential country-level and cross-border digital corridor initiatives based
on the gaps and opportunities identified through the assessments, taking into consideration
technical, geospatial, commercial, and regional integration factors.
• Develop prefeasibility-level assessments for potential digital corridor initiatives, including
conceptual infrastructure and route analysis, high-level technical and financial assessment, and
evaluation of potential financing, governance, and public-private partnership (PPP) structures.
• Support stakeholder engagement, consultation, and validation processes with government
counterparts, regulators, operators, infrastructure providers, development partners, and other
relevant stakeholders throughout the implementation of the assignment.
• Consolidate country-level findings into a regional assessment aimed at identifying strategic
connectivity opportunities, regional synergies, and potential pathways for future investment and
implementation under the CAREC Digital Corridor initiative.
• Support ADB and the CAREC Secretariat in the preparation of materials, presentations, and
technical inputs required for country-level consultations and regional coordination and validation
activities, including (but not limited to) the Senior Officials’ Meeting (SOM), CAREC Digital
Corridor Regional Consultation meeting, and the Ministerial Conference (MC).
