En finançant le BACoMaB, l’AFD contribue à la préservation de la biodiversité marine et côtière et au maintien des écosystèmes du littoral mauritanien.
Contexte
Principal bassin de vie national, le littoral mauritanien est confronté à des enjeux multiples liés à l’exploitation des ressources halieutiques, l’exploitation minière et gazière (Zone Economique Exclusive) et l’urbanisation avec l’extension des villes. Ce littoral renferme le Banc d’Arguin, dont les impacts pour l’économie sont aujourd’hui estimés à 198,8M€/an à travers les activités de pêche et l’impact écologique du Banc, ainsi que d’autres aires essentielles pour la biodiversité à l’échelle régionale (ressources halieutiques) et mondiale (oiseaux migrateurs).
La préservation durable du Banc d’Arguin, classé au Patrimoine mondial de l’UNESCO, et de l’ensemble des zones d’intérêt biologique du littoral constitue donc, au-delà du caractère patrimonial, un impératif pour la gestion des ressources halieutiques et le développement socio-économique du pays.
Descriptif
Le financement de l’AFD vise à renforcer les capacités financières du fonds fiduciaire du Banc d’Arguin (BACoMaB) et à appuyer le processus de classement de nouvelles aires marines et côtières pouvant bénéficier de financements du BACoMaB. Aujourd’hui, les aires qui bénéficient de ce soutien sont les Parcs Nationaux du Banc d’Arguin (PNBA), du Diawling (PND) ainsi que les réserves du Cap Blanc et du Chot Boul.
Ce nouveau financement fait suite à un premier appui conjoint de l’AFD et du Fonds Français pour l’Environnement Mondial en 2013 (3,7M€), il permet d’abonder le fonds avec 4,8M€ en complément de la KfW (3,5M€), de l’UE au titre des Accords de pêche (1,9M€) et de la Fondation MAVA (6M€ ).
Les intérêts générés par les contributions financières des bailleurs financent des activités de conservation de la biodiversité des aires marines et côtières protégées en Mauritanie : surveillance, gouvernance partagée, développement communautaire, suivi écologique.
En complément de ces 4,8M€, l’AFD consacre 200K€ pour une étude sur l’identification de nouvelles aires protégées.
Impacts
Parmi les impacts attendus de ce projet :
- Une amélioration de la biodiversité et des écosystèmes sur le littoral, particulièrement dans le PNBA et le PND;
- Un appui à l’augmentation de la surface totale d’aires naturelles protégées pour atteindre 23 136 km2 en 2024;
