TENDER NOTICE FOR
BASELINE ASSESSMENT, CARBON SEQUESTRATION AND BUSINESS POTENTIAL ASSESSMENT OF GAUSHALA-BASED BIO-RESOURCE CENTRES (BRCS) IN MADHYA PRADESH
Background:
The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is implementing the Support to Agroecological Transformation Processes (SuATI) project, commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ), in collaboration with MoA&FW, NABARD, and MoRD across Karnataka, Madhya Pradesh, and Assam. In Madhya Pradesh, Gaushalas can serve as decentralized Bio-Resource Centres (BRCs) by producing organic inputs, improving dung management, and linking with SHGs and FPOs. They also offer potential for carbon sequestration and climate finance. However, the lack of standardized models, carbon accounting frameworks, and viable business models limits their scalability. GIZ therefore intends to engage a technical agency to assess selected Gaushalas, evaluate carbon sequestration and business potential, and develop a scalable, economically viable, and climate-responsive framework for Gaushala-based BRCs.
Key Tasks of the Assignment:
Conduct a baseline assessment of 30 Gaushalas across six sample districts representing the three NSS regions of Madhya Pradesh and 30 Gaushalas across ten sample districts representing the five NSS regions of Uttar Pradesh.
Review existing Gaushala-based Bio-Resource Centre (BRC) models and develop a structured, standardized, and scalable framework.
Identify and quantify carbon sequestration and emission reduction pathways associated with Gaushala-based BRC interventions.
Estimate carbon sequestration potential at district and state levels and identify applicable methodologies under voluntary carbon markets.
Assess the feasibility of community-based carbon aggregation models.
Evaluate the business potential of Gaushala-based BRCs, including revenue models, financial viability, financing, and benefit-sharing with SHGs and FPO

It is construed that all the terms and conditions of the tender package are acceptable and agreed upon by the participating company. No negotiations/changes to the GTCC shall be acceptable at a later stage.
GIZ reserves the right to cancel/modify this tender and /or reject a bid document including subsequently a technical and financial proposal, without assigning any reasons.
