tender Background

About the Funding Agency

The Development Bank of the Central African States (BDEAC) is a multilateral development bank established to finance economic and social development projects across the six member countries of the Economic and Monetary Community of Central Africa (CEMAC): Cameroon, Central African Republic, Republic of the Congo, Gabon, Equatorial Guinea, and Chad.

Founded through an agreement signed in Bangui on December 3, 1975, BDEAC began operations on January 3, 1977. It is distinct from the Bank of the Central African States (BEAC), which serves as the region’s central bank. BDEAC focuses on funding infrastructure, industrial development, agriculture, and social services. Over the years, it has financed major projects such as cement plants in Congo and Cameroon, a hospital in Equatorial Guinea, and the development of the Pointe-Noire port.

The bank has significantly expanded its financial base, increasing its share capital to 1,200 billion CFA francs, and has attracted international investment, including a stake from Morocco and financing from the Arab Bank for Economic Development in Africa2. As of 2022, the bank is led by President Dieudonné Evou Mekou, elected for a five-year term. BDEAC continues to play a vital role in promoting regional integration and sustainable development across Central Africa.

Locations

Cameroon

Cameroon’s development strategy has involved substantial public spending on infrastructure and economic activity, with recent budgets reflecting increased financing needs to support growth across transport, energy and public services. While infrastructure investment aims to stimulate non-oil sector growth, Cameroon still faces challenges related to governance, liquidity constraints and lingering infrastructure gaps in road networks and utilities. Continued reforms to strengthen institutional capacity, improve public-private partnerships and mobilize external financing are central to enhancing the quality and impact of infrastructure spending in driving inclusive development.

Central African Republic

The Central African Republic’s development remains constrained by limited infrastructure and low institutional capacity, with transportation networks, energy supply and communications systems underdeveloped and often unreliable. Agriculture and natural resource sectors dominate the economy amid persistent poverty and security challenges. Enhancing infrastructure - including rehabilitation of roads, expanded power capacity and improved logistics - is a priority for boosting economic activity and market access, but progress is often slowed by fiscal and governance limitations that also hamper private investment.
