REQUEST FOR EXPRESSION OF INTEREST No TPA/C/15 – WB of 2014-15
INTERNATIONAL COMPETITIVE SELECTION
The Government of the United Republic of Tanzania through Tanzania Ports Authority (TPA) has applied a loan from the World Bank through International Bank for Reconstruction and Development (IBRD) and a grant from the Department for International Development (DFID) and Trade Mark East Africa (TMEA) towards the cost of the Dar es Salaam Maritime Gateway Project (DMGP) and intends to apply part of the proceeds of this loan and grant to cover eligible payments under the Contract for these assignments
TPA intends to modernize the Dar es Salaam Port to be able to accommodate larger marine vessels through deepening and strengthening of Berth 1-7. Dredging and widening of DSM Port outer entrance channel, inner entrance and turning basins. It intends also to develop new port at Mwambani Tanga, four additional berths at Mtwara port and construction of Kisiwa port at Mtwara
For the purposes of these consultancies, TPA will implement several contracts under the supervision of several firms under the DMGP and TPAs internally funded projects.
External funded projects will include;
*Redesigning, Strengthening and deepening of Berths 1 – 7 and construction of Ro-Ro Terminal at DSM Port.
*Dredging and widening of DSM Port outer and inner entrance, and turning basins.
*Rehabilitation of Silos and supply and Installation of conveyor system including related unloading equipment.
Internal funded projects will include;
*Construction of Berths 13 and 14 Dar es Salaam port
*Proposed construction of Kisiwa port at the boarder of Mtwara/Lindi
*Construction of 4 new additional berths at Mtwara port
*Construction of new Mwambani port at Tanga etc.
In order to manage properly the implementation of the projects, TPA is looking for a dynamic, motivated, creative and open minded Individual Consultants to support procurement, port and marine engineering and management of the Works Contracts and Supervision Services Contracts respectively under the following capacity:-
1. Procurement expert
Responsibilities
The services of the Procurement Consultant shall include but not limited to the following tasks;
1.1. Provide on the job training/coaching to three identified procurement staff through hands on training by fully participation in the procurement activities that are mentioned in subsequent items,
1.2. Assist in the preparation and updating of the procurement plans for the implementation of all procurement activities,
1.3. Prepare invitation for bids and bidding documents for issuance to bidders,
1.4. Provide input to bid evaluation and review of bid evaluation reports prior to submission to the TPA Central Tender Board and World Bank (WB) for approval of award recommendations,
1.5. Help ensure quality to focus on specific procurement problems and issues,
1.6. Participate in Contract Negotiations,
1.7. Prepare Contract documents,
1.8. Review Securities and Guarantees and approve,
1.9. Assist in ensuring that procurement takes place as rapidly and effectively as possible.
1.10. Provide support and guidance to the staff of the Directorate of Procurement and Contracts in obtaining the necessary clearance from the Bank in awarding contracts and follow up actions,
1.11. Advise the client to ensure compliance with all procedures for procurement according to the Bank's Guidelines,
1.12. Review Consultants' evaluation reports for Contractors' claims on additional cost and time extension and advice TPA accordingly,
1.13. Prepare quarterly reports incorporating statistical monitoring tools. "Monitoring by value" and "monitoring by number of contracts", and
1.14. Perform other duties as instructed by the Director of Procurement and Supply.
Qualifications and Experience
Graduate in Civil Engineering, Quantity Surveying, Architecture, Procurement, Economics or Finance; or Other similar degree from a recognized University. A post graduate degree in Procurement Management (Project or Contract) is essential. At least 6 years of experience in Procurement in an international, national, public, or private organization, preferably in a developing country setting, she/he should be registered by procurement professional board such as Procurement and Supply Professional and Technician Board (PSPTB). Demonstrated skills in computer application and use of software programs for procurement database and monitoring. Experience with the World Bank and African Development Bank procurement conditions and donor funded projects.
2. Port and Coastal Engineer
Responsibilities
The service of port and coastal engineer will be for the oversight team o TPA during design review work implementation with the following tasks:
2.1 participating in design review presented by contractors and consultants for civil works contracts.
2.2 Participating in field visits and progress review meetings and identify problems that may cause delays and develop and implement measures to resolve these, consulting with the Engineer(s) and TPA as appropriate.
2.3 Ensure that the Supervision Engineer(s) provides the Employer with full details of the progress and quality of the works carried out by each Contractor(s) on a monthly basis;
2.4 Review and make appropriate technical recommendations to TPA on proposed variation orders received from site for the implementation of changes to the works. The following main issues should be considered when analyzing a variation:
2.5 Check if the variation does not require an appropriate amendment to the Contract (all variations that determine changes in unit rates, bill items or in the scope of works should be included in contract amendments).
2.6 Report to the Employer on the performance of the Engineer(s) and Contractor(s), with the objective of achieving value for money for the works execution in line with good engineering practices.
2.7 Following completion of construction, the Consultant shall assist the Employer on acceptance of completed works and receipt of as-built drawings, and shall plan and supervise the process of formal Project closure.
Qualifications and Experience
She/he must be a professionally registered qualified Civil Engineer. She/he must have at least a Civil Engineering degree or equivalent. A postgraduate degree in Port and Coastal Engineering is essential. She/he possess strong interpersonal, communication and Port Engineering skills; have a minimum of 15 years of experience in port infrastructure planning, design, construction, and technical assistance: have managed at least 6 projects of similar nature for the last 12 years and 3 of which should have been executed in the developing world; and must be fluent in English.
3. Contract Management Specialist
Responsibilities
The contract management specialist will support TPA management in implementation of the Project(s); and in developing, or enhancing existing systems and structures that facilitate clear reporting lines, high levels of accountability and transparency, effective communication, and timely professional decision-making
3.1. Establishment of a Project Management and Control System to plan and monitor the physical and financial progress of the Project that will Contain a detailed actual work plan for works vis planned work as per the contract to be updated monthly, Identify tasks that are on the critical path; analyze the efficiency of resource allocation, Estimate and track all implementation costs; and Generate reports on a real-time basis that provide an executive view of implementation, critical path tasks, and other information needed by the Employer to oversee Project implementation;
3.2. Participating in field visits and progress review meetings and identify problems that may cause delays and develop and implement measures to resolve these, consulting with the Engineer and TPA as appropriate.
3.3. Ensure the maintenance of a Contract Documentation Control System and Project archive containing all relevant documents related to the Project, including correspondence, reports, drawings, technical specifications, bid and contract documents, maps, working papers, and other reference material used or created during the period of work, in a properly indexed reference format for use by the Employer and outside reviewers.
3.4. Ensure the establishment of a Contract Administration System for the Project, to track Contractor and Engineer compliance with terms and conditions of contracts, variation orders, address delays in performance, troubleshoot problems, and completion of works.
3.5. Ensure that all necessary insurances, bonds or guarantees to be provided by consultants and contractors are in place and remain up to date as required by their contracts;
3.6. Verify and monitor costs of Services and works, and the proper and timely review of invoices/Interim Payment Certificates submitted by Contractors and supervising Consultants related to the Project prior to authorization of payment;
3.7. Complete orderly and comprehensive closeout of contracts and contract files as per the Contracts; and
3.8. Assist the Employer in reviewing Engineers determination on the Contractor's claims, DAB opinions and determination on dispute and advice the Employer accordingly.
3.9. Prepare and Install Contract Management system, test and conduct the training to all the Project Engineers.
3.10. During the construction periods for the individual Activities, the Consultant shall support the Employer under the construction contracts.
Qualifications and Experience
She/he must be a professionally registered qualified Civil Engineer or Ports Engineer. She/he must have at least a Civil Engineering degree or equivalent. A postgraduate degree in Contract or Project Management is essential; possess strong interpersonal, communication and project management skills; have a minimum of 15 years of experience in infrastructure planning, design, construction, project management and technical assistance, have managed at least 4 projects of similar nature for the last 12 years of which one is from Sub-Saharan Africa; have professional knowledge of FIDIC 1999/Harmonized 2005/2006 Conditions of Contract for Construction, claims evaluation and must be fluent in English.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] ("Consultant Guidelines"), setting forth the World Bank's policy on conflict of interest.
A consultant will be selected under Consultant's Qualification Based Selection [CQBS] procedure set out in the Consultant Guidelines.
