The proposed Support to Border Areas Development Project (the Project) will support the Cambodia–
Lao–Viet Nam Development Triangle Area (CLV-DTA) objectives in Viet Nam to enhance the area’s
connectivity to achieve higher economic productive potential and linkage to domestic and
international markets through improving critical transport infrastructure. It will enable the
efficient provision of services, and the movement of goods and people, and help develop the Viet
Nam DTA provinces' capacity for investment planning from a regional integration perspective. A
Project Preparatory Technical Assistance (PPTA) is required to develop a project suitable for ADB
funding in terms of technical, financial, economic, institutional, sector policy, legal and
safeguards contexts, in conjunction with the Country Partnership Strategy (CPS) 2012-2015, and
operational experiences and lessons from evaluations of previous projects will be fully
incorporated in the project design.
The consulting firm will be recruited under the PPTA to help prepare an investment Project,
presently estimated to cost $110 million equivalent, for approval in 2016. The firm will be
requested to detail a project design that is economically, financially and technically feasible. It
will support in providing advance drafts of the complete set of documentation necessary for the ADB
to proceed with internal processing of the ensuing Project. It will prepare feasibility studies and
comprehensive criteria for road sections, logistics and institutional arrangements to be improved
under the Project. It will help define the scope, cost, procedures for identifying subprojects,
financing plan, implementation arrangements, procurement strategy, technology issues, capacity
development needs and post-project operation and maintenance arrangements for the project. It is
necessary to establish measures that will ensure adherence to the safeguard policies of both the
ADB and the Government. It will provide guidance in actions to maximize the socioeconomic benefits
such as impacts on poverty, gender and fair employment practices. It will also provide project
start up support to the government. In implementing the PPTA, representative subprojects will be
chosen for detailed feasibility and preliminary design that will be undertaken by the PPTA. On the
basis of the findings of these feasibility studies and preliminary designs, past experience,
regional plans and policies, and ADB’s requirements, an investment project proposal and draft
procurement documents will be prepared.
The firm will coordinate with individual consultants to be recruited for preparing the strategy and
acting as facilitators for workshops and seminars and providing support on agriculture, logistics
and trade issues.
