1. The United States of America, acting through the Millennium Challenge Corporation (“MCC”) and the Republic of Zambia, acting through its Government (the “Government” or “GRZ”) signed a Millennium Challenge Compact on May 10, 2012 (“the Compact”) that sets forth the terms and conditions upon which the MCC has provided funding not exceeding Three Hundred and Fifty Four Million Seven Hundred and Fifty Seven Thousand Six Hundred and Forty United States Dollars (US354,757,640) to the Government (“MCC Funding”) for the Millennium Challenge Account program assistance to advance economic growth and reduce poverty in Zambia. The Government, acting through Millennium Challenge Account – Zambia Limited (“MCA-Zambia”), intends to apply a portion of the MCC Funding to eligible payments under contracts for which the Request for Expression of Interest is issued. Any payments made under the proposed contracts will be subject, in all respects, to the terms and conditions of the Compact and related documents, including restrictions on the use of MCC funding and conditions to the disbursements of MCC funding. No party other than the Government and MCA-Zambia shall derive any rights from the Compact or have any claim to the proceeds of MCC Funding.
2. The Compact program will support the Lusaka Water Supply, Sanitation and Drainage Project (LWSSDP). The LWSSD project will include infrastructure improvements for the intake/treatment plant, transmission lines, and the primary distribution network, along with specific interventions aimed at achieving reductions in unaccounted for or non-revenue water (NRW); rehabilitation and expansion of certain water supply distribution lines; rehabilitation and expansion of certain sewer systems; and rehabilitation of specific drainage infrastructure. The key tasks of SIGM & IEC will include, but will not be limited to, the following:
Institutionalize and strengthen Lusaka Water and Sewerage Company (LWSC)’s capacity to develop gender responsive policies and implement structures that will enhance the utility’s ability to provide appropriate, affordable and sustainable services to the poor;
Institutionalize and strengthen Lusaka City Council (LCC)’s capacity to include the poor (men and women) in approaches to address solid waste management, responsive to the conditions that contribute to degraded drainage infrastructure;
Build the capacity of LWSC and LCC in identifying IEC needs, developing, and managing IEC systems that promote behaviour change, uptake of services, and care of physical assets in ensuring realization of expected project benefits and sustainability of Compact investments. This includes IEC institutionalization in the IEs.
