Dear Sir/Madam,
On behalf of the International Labour Office (ILO), I invite your organization to submit a proposal to provide the services described in the Terms of Reference attached to this letter as Annex I and the Draft Service Contract including ILO Conditions for Service Contracts attached as Annex II (Services). The Services relate to the carrying out of an independent evaluation of Stage II of the Better Work global programme for the ILO. This solicitation letter together with its annexes forms an integral part of the present Request for Proposals (RFP). To ensure fair and open competition, all interested bidders will receive a Request for Proposals identical to the present one.
In your proposal, it is essential that you strictly comply with the RFP and in particular the attached Terms of Reference and ILO Conditions for Service Contracts.
You may submit a proposal to the ILO provided your organization is qualified, able and willing to perform the Services. Participation in this RFP indicates acceptance of the terms and conditions as stated in the RFP. Failure to comply with the provisions of the RFP and its annexes may render a proposal ineligible for consideration.
