The Republic of Belarus has requested loan financing from the International Bank for Reconstruction and Development toward the cost of the Energy Efficiency Project, and it intends to apply part of the proceeds of this loan to payments under the Contract for «Reconstruction of boiler house No. 3 of the Zhodino Thermal Power Plant in the town of Borisov with Combined Cycle Gas Turbine Unit. Thermal Power Delivery», EEP/ICB/14/01.

The RUE "Belinvestenergosberezhenie" now invites sealed bids from eligible and qualified bidders for «Reconstruction of boiler house No. 3 of the Zhodino Thermal Power Plant in the town of Borisov with Combined Cycle Gas Turbine Unit. Thermal Power Delivery», EEP/ICB/14/01.

The assignment includes: the complete range of construction, installation and adjustment works, delivery of materials and components necessary for construction of the transit heating trunk line from RK-3 to RK-1, including the heat supply metering station installation and the existing metering station reconstruction (i.e. the station for metering the heat supply from RK-3) and reconstruction of the auxiliary equipment at RK-1 in accordance with the design documentation, completion and commissioning of the Facilities and fulfillment of Guarantee obligations.

Completion Date under the contact including signing of the acceptance certificate is 8 (eight) months from the Effective Date as described in the Contract Agreement.

Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits issued on May 2004 and revised on October 1, 2006, and is open to all bidders from Eligible Source Countries as defined in the Bidding Documents.

Interested eligible bidders may obtain further information from RUE "Belinvestenergosberezhenie" and examine the Bidding Document at the address given below from 9.00 a.m. to 6.00 p.m.

A complete set of Bidding Document in English and Russian may be obtained by interested bidders on the submission of a written Application to the address below.
The Bidding Document will be sent by courier mail or (at the bidder's option) may be received by a bidder's representative at the office of RUE "Belinvestenergosberezhenie" at the address specified below.

Bids must be delivered to the address below at or before 11:00 noon local time, March 4, 2015.  Electronic bidding shall not be permitted. Late bids will be rejected. Bids will be opened physically in the presence of the bidders' representatives who choose to attend in person at the address below at 11:00 noon local time, March 4, 2015.

All bids must be accompanied by the original of a Bid-Securing Declaration as a bid security.
