Assignment Description:

The European Bank for Reconstruction and Development (“EBRD”, the “Bank”) is providing a loan to the Republic of Tajikistan to support the Dushanbe to Uzbek Border Road Improvement Project (the “Project”). The loan will be used to fund the improvement of a 4.6 km long section within Dushanbe city from the Avicenna Monument to the West Gate. This section is part of the M41 road, an important international road for Tajikistan and the broader Central Asian region, and is therefore an infrastructure priority (the road is part of the CAREC highway network). Responsibility for the implementation of the Project, and for the planning, management, construction, maintenance and financing of the whole national roads network rests with the Ministry of Transport (“MoT”)
The Ministry of Transport now requires the services of a consultant (the “Consultant”) to review and propose revisions to the design, construction, and maintenance standards (including specifications, decrees and implementation procedures), which govern the road sector in Tajikistan (the “Assignment”).
The Assignment will be undertaken in three phases.
Phase 1: Review of Existing Standards:
The Consultant shall provide an overview of:
- an agreed set of key standards/specifications which regulate the road sector in Tajikistan;
- the degree to which current standards and specifications are actually used in design and construction and maintenance (e.g., are standards/ specifications available at works sites, works offices and engineers can demonstrate that they know the standards, etc); and
- the institutions which are involved in setting and enforcing standards.
Phase 2: Detailed Review and Revision of Standards:
The Consultant will undertake a detailed review of the most significant road design, construction, maintenance and other standards which were agreed with MoT as one of the key outputs of Phase 1. Working closely with MoT they will develop new standards which meet the criteria established during Phase 1 of the study.
The Consultant will additionally develop associated guidelines and manuals which explain and elucidate the standards, and the way it is envisaged that they will adopted and enforced. Special attention should be given to setting out the philosophies and rules that will lead to needed works being actioned at the right time and that appropriate treatments are used
The Consultant will also review the legal and institutional environment in which road sector standards are currently applied and enforced in Tajikistan; assess the effectiveness of this regime and, where justified, propose changes designed to optimise the future revision, adoption and implementation of new road standards in response to the changing needs and circumstances in the country. The Road Safety aspects shall be given due consideration in the proposed revisions (road safety audits, inspections, introduction specific road safety measures for all road users including where drivers, pedestrians, cyclists, motorcyclists, cattle, etc). In addition, the Consultant will also address the question of how works should be supervised and managed to achieve higher work quality.
Phase 3: Road Sector Institutional Reform Strategy and Action Plan:
The adoption of modified and new road design standards offers an opportunity to consider new approaches to the management of the road network. In Phase 3 the Consultant will make proposals to:
- establish a sustainable institutional framework for road maintenance; and
- introduce more commercial approaches to the management of the road network, identifying where possible opportunities for greater private sector participation in routine road maintenance in the expected road funding environment. Also identify what level of routine maintenance funding and other incentives will be required to attract the interest of the private sector in routine maintenance.
Status of Selection Process: Interested firms or group of firms are hereby invited to submit expressions of interest.
Assignment Start Date and Duration: The Assignment is expected to start in the second quarter of 2015 and has an estimated overall duration of 12 months.
Maximum Budget available for the Assignment: EUR 500,000 (exclusive of VAT) for all three phases. The Consultant must determine whether any indirect taxes/VAT are chargeable on the proposed services and state the basis for such. If any indirect taxes/VAT are payable, the Client will have to pay indirect taxes/VAT element to the services directly to the Consultant unless otherwise agreed.
Funding Source: The contract will be funded by EBRD Shareholder Special Fund.
Eligibility: There are no eligibility restrictions.
Consultant Profile: Corporate services are required.
The Consultant will be a firm or consortium of firms with previous experience in delivering similar assignments with emphasis on road sector reform, including the ability to provide expert guidance on the review and updating of road sector standards. Previous experience of working in the road sector in Central Asia or CIS countries, and an ability on the part of the Consultants’ team to communicate in Russian, will also be viewed as beneficial.
The Consultant’s team shall include an experienced Project Manager, Highway Engineer and Transport Economist/Institutional Expert with extensive, including regulatory, experience in similar assignments in comparable locations/markets.
Submission Requirements: In order to determine the capability and experience of Consultants to be shortlisted, the information submitted should include the following:
(a) brief overview of the firm/group of firms including company profile, organisation and staffing;
(b) details of similar experience of firm or group of firms and related assignments undertaken in the previous five years, including information on contract value, contracting entity/client, project location/country, duration (mm/yy to mm/yy), expert months provided, assignment budget, percentage carried out by consultant in case of association of firms or subcontracting, main activities, objectives;
(c) CVs of key experts who could carry out the Assignment detailing qualifications, experience in similar assignments, particularly assignments undertaken in the previous five years, including information on contracting entity/client, project location/country, duration (mm/yy to mm/yy), expert months provided, assignment budget, main activities, objectives.
The expression of interest should not exceed 20 pages (excluding CVs and contact/declaration sheet).
One original in English and one original in Russian of the expression of interest, shall be submitted to the Ministry of Transport of the Republic of Tajikistan (MoT), in an envelope marked “Expression of Interest for Assignment 37039 – Review of Road Standards and Road Sector Institutional Reform”, to reach the company not later than the deadline mentioned above.
One electronic copy in English and one electronic copy in Russian also should be submitted to the MoT’s contact person by email by the same due date.
One electronic copy (by email), in English, should be submitted to the EBRD’s contact person by the same due date.

Following this invitation for expressions of interest, a shortlist of qualified firms will be formally invited to submit proposals. Consultant selection and contracting will be subject to availability of funding.

- Firm’s experience in implementing similar assignments, including specific experience in the road sector – 45%
- Skills and experience of the proposed Project Manager – 20%
- Skills and experience of the proposed Highway Engineer – 20%
- Skills, experience and composition of additional experts, including transport economist/institutional expert(s) – 15%
