Description of the contract
DFID is seeking to appoint a Service Provider (SP) to deliver and act as the Management Organisation for the Peace Building Support to the Post-Crisis Needs Assessment (PSP) programme. Through this programme, citizens and the state in KP and FATA will form improved relations and trust, creating a more stable environment for achieving Millennium Development Goals (MDGs) in KP and FATA. The programme is grounded in a series of interventions set out in the 2010 Post Crisis Needs Assessment (PCNA). The PCNA lays out a vision for change and pragmatic peacebuilding interventions over 10 years in KP and FATA (see programme background). Specifically, the PSP will target peoples’ main grievances and concerns, by supporting the governance, security and justice recommendations of the PCNA. This programme demands an innovative approach to complex issues and a constantly shifting context. As such DFID is looking for management arrangements that offer more than one route to results, and fast responses to robust research, monitoring and evaluation - scale up what works and redesign or stop what fails.
