GRANT-9175 PHI: Emergency Assistance and Early Recovery for Poor Municipalities Affected by Typhoon Yolanda - 3 Component C1: Improved Resilience to Future Disasters (47338-001).

Primary Expertise
Integrating disaster resilience into local
planning
TOR Keywords
Disaster risk reduction; climate change
adaptation; geographic information system
(GIS); land use planning

Objective and Purpose of the Assignment

The Emergency Assistance and Early Recovery for Poor Municipalities Affected by Typhoon Yolanda
grant was approved in December 2013 and became effective in March 2014. It is funded by the Japan
Fund for Poverty Reduction (JFPR). It is expected to be completed in December 2016. The grant aims
at mitigating the adverse social and economic impacts on the poor resulting from Typhoon Yolanda in
selected municipalities in the Eastern Visayas. The outcome will be that the populations in 74 poor
municipalities affected by Typhoon Yolanda have access to emergency support and early recovery
systems, and are more resilient during future disasters.

The grant is composed of three components: (i) local government unit (LGU) infrastructure is
restored, and access to emergency employment and livelihood support is provided; (ii) basic
emergency maternal and child health-care services are provided; and (iii) Improved resilience to
future disasters and effective project management, coordination, monitoring, and reporting are
achieved.

Under the third component, a subcomponent C.1 is on improving resilience to future disasters. It
intends to strengthen LGUs’ capacity for guiding the reconstruction process, which will contribute
to long-term resilience by mitigating the underlying causes of vulnerability related to land use
management, management of critical assets, and disaster preparedness, e.g., through information
campaigns and community drills. This is to prevent reconstruction in high-risk areas, mitigate
risks for existing critical assets, ensure community preparedness, and minimize if not eliminate
casualties.

The implementing agency of subcomponent C.1 is the Department of Interior and Local Government
(DILG).

The objective of this consulting assignment is to support DILG, especially DILG Regional Office 8,
and participating LGUs in the implementation of subcomponent C1. Through the assignment, the
capacity of the selected LGUs will be strengthened to incorporate DRRM and CCA in Comprehensive
Land Use Plans (CLUPs) and Comprehensive Development Plans (CDPs) using geographic information
systems (GIS). The Assignment will lead to the preparation of integrated Disaster Risk Reduction
and Management Plans and Local Climate Change Action Plans that will be mainstreamed into the CLUPs
and CDPs.

The following terms of reference (TOR) are a repackaging of
the previously advertised selection 120462 for Component
C1: Improved Resilience to Future Disasters.

follows:

•	Rescoping of the TOR to better reflect the approved grant
design as well as the needs of the local government units
at this stage of post-disaster reconstruction;

•	Reduction of the scope of the consulting services to omit
the output on strengthening the capacity of LGUs in
Community Based Disaster Risk Reduction and Management;

•	Reduction of the duration of the consulting services from
16 months to 9 months;

•	Reduction of the consulting budget from $3,000,000 to
$2,000,000;

disaster risk management;

•	Change of the primary expertise from “Disaster risk
reduction/climate change adaptation/geographic information
system” to “disaster risk management in land use planning”;

In anticipation of queries for further clarification from
potentially interested consulting entities, ADB will
organize a pre-expression of interest (EOI) meeting in ADB
headquarters, Manila, six days after this advertisement.
Interested entities which are not able to attend the pre-

Objective and Purpose of the Assignment

This assignment will strengthen Local Government Unit (LGU) capacity during post-typhoon Yolanda
recovery and reconstruction, and contribute to long-term resilience by reducing the underlying
causes of vulnerability related to land use planning, management of critical assets, and disaster
preparedness. This is to prevent reconstruction in high-risk areas, reduce risks for existing
critical assets, ensure community disaster preparedness, and minimize, if not eliminate, casualties.

The assignment has three key outputs: (1) to strengthen the capacity of LGUs to incorporate
disaster risks reduction and management (DRRM) and climate change adaptation (CCA) into land use
planning; (2) to strengthen the capacity of LGUs in community based disaster risks reduction and
management (CBDRRM); and (3) based on the previous two outputs, to develop and document lessons-
learned and best practices for wider dissemination.

The project will operate in 30 LGUs (in 27 Municipal LGUs under the three Provincial LGUs of Leyte,
Eastern Samar and Biliran).
