The Federal Democratic Republic of Ethiopia has received financing in the amount of USD 550 million equivalents from the World Bank and it intends to apply part of the proceeds to payments under the Contract for procurement of Re-printing and Distribution of Textbooks listed below. This project will be jointly financed by the Global Partnership for Education (GPE), UK Department of International Development (DFID), Italian Development Cooperation, Finland Ministry of Foreign Affairs, and US Agency for International Development (USAID).

The Ministry of Education (MoE) now invites sealed bids from eligible bidders for the Re-Printing and Distribution of Textbooks for the following subject and grades:

Bidders may bid for one lot or multiple lots.

Bidding will be conducted through International Competitive Bidding (ICB) procedures specified in the World Bank Guidelines: "Guidelines: Procurement under IBRD Loans and IDA Credits" dated January 2011; and is open to all bidders from eligible source countries as defined in the Guidelines.

Interested eligible bidders may obtain further information from Ministry of Education, Procurement and Property Administration Directorate, MoE Head Office, Old Building, Room No. 107; and inspect the bidding documents at the address given below from 8:30am to 12:30pm and 1:30pm to 5:30pm from Mondays to Thursdays, and on Fridays from 8:30am to 11:30am and 1:30pm to 5:30pm local time.

Qualification requirements include:
(i) Minimum five years general experience in Printing and Distribution of textbooks
(ii) Specific experience of successful completion of at least two similar contracts with a value of;
· For the First Lot - US$ 3.5 million or equivalent for each contract, within the last five years.
· For the Second Lot - US$ 3.5 million or equivalent for each contract, within the last five years.
· For the Third Lot US$ 2 million or equivalent for each contract, within the last five years.
· For the Forth Lot - US$ 1.5 million or equivalent for each contract, within the last five years.
· For the Fifth Lot - US$ 2.5 million or equivalent for each contract, within the last five years.
· For the Sixth Lot - US$ 2.5 million or equivalent for each contract, within the last five years as specified in the Bidding Document. Additional details are provided in the Bidding Document.
(iii) The firm should have an average annual turnover of 1.5 times the bid price in the last three years.
(iv) Average annual production capacity of twice the volume of the lots.

A complete set of bidding documents in English language may be purchased by interested bidders on the submission of written application to the address below and upon payment of a non refundable fee ETB 500 or USD 26. The method of payment shall be in cash or cashier's cheque or CPO to the MoE.

Bids must be delivered to the address below at, or before, 10:00 AM, June 25, 2015. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders' representatives who choose to attend in person at the address below at 10:30 AM June 25, 2015.

All bids must be accompanied by a bid security of;

or an equivalent amount in a freely convertible currency of eligible countries. The bid security shall be in the form of a certified cheque or unconditional bank guarantee from reputable banking institution submitted in its original form. Bid security in the form of an insurance bond, copy of the security and swift massages shall not be accepted.
