The purpose of this contract is to provide assistance that will increase global competitiveness and intra-regional trade, and improve food security in Southern Africa. The contractor must pay particular attention to advancing regional trade and investment and supporting a regional integration agenda. USAID/Southern Africa seeks to help SADC Member States create a more integrated region for an improved quality of life (which includes increased sustainable economic growth and improved food security) for the people of SADC Member States. These objectives are underpinned by an improved regional trade and investment enabling environment coupled with increased agricultural value chain competitiveness supporting intra-regional trade.

In recent years, Angola has stepped up investment in repairing, expanding and modernising its infrastructure as a core pillar of post‑civil war reconstruction and economic development. While high levels of public investment have helped restore key transport, energy and water assets, improving the efficiency and quality of this investment will require strengthening financial markets, regulatory frameworks and infrastructure governance. According to InfraCompass 2020, Angola scores relatively low on these institutional drivers compared with many other countries, underscoring the importance of reforms to translate funding into sustainable economic outcomes.

Botswana

In the face of a downturn in the global diamond market and associated fiscal pressures, the government is prioritizing economic diversification and structural reforms to attract investment in services, manufacturing, tourism, renewable energy and digital infrastructure. Significant public investments and plans under the National Development Plan and Botswana Economic Transformation Program aim to upgrade transport, digital networks, and utility systems while expanding renewable energy capacity. However, implementation of infrastructure projects faces challenges including efficiency and planning constraints, underscoring the need for improved governance to ensure public investment translates into sustained inclusive growth.
