ESTHER (Ensemble pour une Solidarité Thérapeutique Hospitalière En Réseau) was founded 2002 in France and has gradually been joined by other European countries which now form the European ESTHER Alliance (EEA) that is currently composed of 12 member countries including Switzerland. The core work of the EEA members consists in engaging in institutional health partnerships, mainly hospital partnerships, between institutions in EEA member countries and institutions of the same type in low and middle income countries.
The ESTHER Switzerland Secretariat will ensure the overall coordination of Switzerland's ESTHER activities. It will thus contribute to the mandate's objective of improving health services, particularly in the area of HIV/AIDS and sexual and reproductive health and with a focus on young people. The Secretariat will:
1) Oversee the selection and implementation of institutional health (mainly hospital) partnership projects that are proposed and carried out by Swiss health institutions together with institutions of the same type in low and middle income countries.
2) Process experiences and evidence from Swiss institutional health (mainly hospital) partnership projects and disseminate them within the ESTHER Switzerland network and the EEA and bring them into the national and global technical and policy discussions.
3) Contribute to strengthen the organizational structure of ESTHER Switzerland.

Subcontracting is limited to the SDC co-fund ESTHER Switzerland projects and start-up funds, to the Swiss contribution to the EEA Secretariat and for punctual activities where relevant. When the bidder engages a subcontractor to provide certain services, the bidder bears full responsibility for the provided services. He lists all subcontractors involved with their assigned roles.

The contract to be concluded is subject to the general terms and conditions for mandates type A and B (for preparation phase) and the general terms and conditions for project implementation mandates (for phase 01). The general terms and conditions are considered to be accepted when an offer is submitted.

The contracting authority awards public contracts for services provided in Switzerland only to bidders who ensure compliance with the health and safety regulations and employment conditions for employees, as well as equal pay for women and men.
If the service is provided abroad, the bidder must ensure at least compliance with the International Labour Organization’s fundamental conventions in accordance with Annex 2a PPO.
These principles shall be deemed accepted by the Contractor on submission of the offer.
1. The option of directly awarding follow-up mandates is reserved.
2. The tender proceeds in accordance with Section 3 of the Federal Ordinance on Public Procurement (FOPP). There is no right of appeal.
