SUBJECT: SELECTION OF SPECIALIZED INSTITUTIONS/FIRMS OF CONSULTING  TO DEVELOP AND IMPLEMENT, STRATEGIES AND TECHNOLOGICAL INSTRUMENTS OF INFORMATION AND COMMUNICATION, TO SYSTEMATIZE THE PROCEDURES OF THE ACCOUNTABILITY ANALYSIS PROCESSES FROM  THE COURT OF ACCOUNTS OF THE STATE OF CEARÁ (TCE-CE).

CONTRATAÇÃO DOS SERVIÇOS DE CONSULTORIA TÉCNICA (PESSOA JURÍDICA) PARA DESENVOLVER E APLICAR, ESTRATÉGIAS E INSTRUMENTOS TECNOLÓGICOS DE INFORMAÇÃO E COMUNICAÇÃO PARA AUTOMATIZAR OS PROCEDIMENTOS DE ANÁLISE DOS PROCESSOS DE PRESTAÇÃO DE CONTAS DO TCE-CE

1. The Government of the State of Ceará negotiated a loan with the World Bank (BIRD) for execution of the Ceará Loan To Strengthen Service Delivery For Growth, Poverty Reduction And Environmental Sustainability – Program For Results (PforR) which aims ensure the continuity of investments in strategic areas of the state, programmed at the multiannual plan—PPA, in order to promote economic growth that fosters social inclusion and that be environmentally sustainable. The State Government proposes apply part of this funds for the benefit of the Court of Accounts of the State of Ceará (TCE-CE), to pay the hiring of consulting services (institutions/firms).

2 The Consulting Services (institutions/firms) include:

a) make the diagnosis and mapping of current flows of accountability analysis processes;
b) redesign all flows of accountability analysis processes. The proposed changes into the flows must join the institutions that  produce information;
c) develop a computerized solution to automate the accountability analysis processes. The computerized solution must include the implementation of a solution for the audited institutions to permit the sending data on "open mode", of existing database from the audited institutions. After that, the  computerized solution will perform the analysis, inferences, cross-checking and integration with the current solution of  routing processes in the TCE-CE;
d) develop teaching materials, training of users and technology transfer;
e) monitor the implementation of the new processes and the computerized solution (minimum of 320 hours) and perform the needed corrections/settings/improvements/customizations.

3. Firms/institutions that are interested on this "expression of interest" must,  besides presenting their registration information (firm name, address, phone, fax, email, etc.), provide information that confirm their skills and that have adequate experience to perform the services (by presenting the portfolio through brochures, certificates, contracts, etc, which must appear the description of similar services, experience in similar conditions and availability of technical staff of professionals with the  required knowledge).

4. The TCE/CE invites the qualified and eligible firms/institutions to express your interest to provide the requested services. The institutions, firms or consortium interested should submit their portfolios in the formats: odt, doc, pdf, xls, ods.

5. Detailed information about the implementation of the services, are contained in the Term Of Reference (TOR), available on the TCE/CE site—http://www.tce.ce.gov.br/pt-licitacoes, from the date of publication of this manifestation.

6. The Expression of Interest does not assume any obligation to hire. A Consultant / Consortium will be selected in accordance with the procedures prescribed in the current edition of the Guidelines for Selection and Employment of Consultants financed by the International Bank for Reconstruction and Development- IBRD (World Bank), available on the website: www.worldbank.org/procurement.
