This project has been developed by the Nsamizi Training Institute of Social Development (NTISD). The tender for this project expired on 21 June 2010.

Nuffic has awarded this tender to the International Institute of Social Studies (ISS), which has formed a consortium with Hogeschool Leiden.

Project description

The Justice, Law and Order Sector (JLOS) in Uganda faces major challenges, including increasing crime rates, a growing case backlog and the need to improve service delivery to the poor and vulnerable.

Access to justice is problematic due to a number of barriers such as gender and poverty. Most Ugandans are unable to seek redress, due to a lack of support from the mainstream JLOS institutions.

These problems persist due to institutional, operational and professional gaps. Among other things, JLOS training courses and programmes do not have a social component. JLOS graduates are not familiar with:

    social development aspects that may reduce crime
    effective human rights promotion
    good governance
    safety of people and property

JLOS trainers don’t have the capacity to conduct courses with a social development focus and there are no community outreach programmes whatsoever.
Bringing in the social component

Against this background the Nsamizi Training Institute of Social Development (NTISD) will contribute to building human resource capacity to address these issues. NTISD is Uganda’s public tertiary institution specialized in the field of social development. It offers practical training with a strong community outreach.

This project intends to contribute to addressing the social component gap that exists among JLOS training institutions and within the sector in general.

Objectives

The overall objective of the project is to strengthen the training and research capacity of NTISD, in order to contribute to mainstreaming and enhancing the social component in JLOS in Uganda through training and outreaches. The three specific project objectives are:

    to develop comprehensive relevant training curricula and course modules to train JLOS staff on aspects of the social component in Justice, Law and Order;
    to strengthen the capacity of trainees and NTISD through outreach interventions that promote demand for justice on social related issues;
    to strengthen the training delivery, research and organisational capacity of NTISD; with a particular focus on gender and on the alignment of supply with labour market demand.
