This project has been developed by Ministry of Technical Vocational Training (MTVET). The tender for this project expired on 21 October 2010.

Nuffic has awarded this tender to BMB Mott MacDonald, which has formed a consortium with Fontys University of Applied Sciences.

Project description

University graduates lack the skills that the labour market in Yemen need. The lack of such skills makes Yemen dependent on foreign workers despite its huge human resource potential and a great demand for training opportunities. Although the Yemeni TEVT sector has a strong supply-driven approach, linkages between the TEVT system, labour market requirements, and private sector enterprises remain weak.

NPT project YEM-178, which aimed to establish Higher Professional Education programmes is now being succeeded by this new NICHE project which will seek to support the first batch of graduated HPE students.

Objectives

The project has four main objectives:

    To complete and review the five new outcomes based training programmes at the Industrial Technical Institute (ITI), at Aden Community College in Aden and at Sana’a Community College (SCC).
    To develop a viable dissemination policy for the Higher professional Education (HPE) sector and a HPE equal opportunities policy.
    To increase the participation of women and girls in HPE institutions and programmes.
    To improve the links between HPE institutes and the labour market.

The establishment of an HPE sector requires a new mandate for the MTEVT which has to be negotiated with the MoHESR. With a new mandate it will become possible to create a link between TEVT Certificate programmes and University degree programmes. The establishment of the General Advisory Council for Technical Education and Vocational Training (GACTEVT) is important for the accreditation of HPE.
