2. The government of P.R. China has received a financing from Fund of MLF of Montreal Protocol toward the cost of the Phasing out HCFC-141B in PU Foam Sector under China HCFC phase out Project, and intends to apply part of the proceeds toward payments under the contract for S
upply and Installation of High Pressure Foaming Machines.

Bidding will be conducted through the International Competitive Bidding procedures as specified in the World Bank's Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits &Grants by World Bank Borrowers ("Procurement Guidelines"), and is open to all eligible bidders as defined in the Procurement Guidelines.
In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank's policy on conflict of interest.
 
4. Interested eligible bidders may obtain further information from CNCCC International Tendering Co., Ltd. and inspect the bidding documents during office hours (10:00am to 11:30am, 13:30pm
to 16:30pm in Beijing Time, except weekends and holidays).
 
5. A complete set of bidding documents will be sold at 10:00am to 11:30am, 13:30pm to 16:30pm in Beijing Time at the following address, and may be purchased by interested eligible
bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of USD 350 or CNY 2000. The method of payment will be Telegraphic Transfer
or Cash. The document will be sent by EMS or DHL. The procurement agent is not responsible for the delay and loss of the documents.
 
6. Bids must be delivered to the address below on or before 10:00 AM on November.2, 2015(Beijing Time). Electronic bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidders' designated representatives and anyone who choose to
