Description

 Contract Notice 2015/S 223-406512: Technical assistance within the areas of justice, human right and security in Burkina Faso

Deadline for applicants: 15.12.2015 at 12:00 noon Danish time 
 

In 2016, it is expected that a new bilateral programme will be launched regarding the development cooperation between Denmark and Burkina Faso — the Danish Country Programme for Burkina Faso 2016-2020. As a part of this programme, the Danish embassy in Burkina Faso wants to recruit a technical assistance package within the areas of justice, human right and the security sector.

The technical assistance will assist the implementation of 2 Programme Components. Programme component 1 in the area of justice and human rights, and Programme Component 2 related to the security sector. The Programme Components are formulated according to national policies and plans and will be implemented by the ministries themselves using national procedures. The total duration of the Programme is approximately 57 months.

Specifically, the 2 Programme Components will benefit from a joint technical assistance package within the following areas:

Regarding justice and human rights:
 — Internal judicial control mechanisms, including procedures for inspections of courts, prisons, and tribunals.
 — Other support related to planning and human rights.

Regarding the security sector:
 — Community participation in policing, including community policing, local policing committees and local security plans.
 — Planning, quality assurance, monitoring and evaluation, including indicator development, procedures for monitoring and information collections.

Shared between justice, human rights and the security sector:
 — Financial and operational management particularly related to the application of relevant UEMOA directives.
 — Human rights issues related to justice and security, specifically Universal Periodic Review, human rights in the security sectors, human rights and the independence of the judiciary.
 
In total, the following TA is expected to be delivered:
 — Long term, with international experience: 51 months;
 — Short term, with international experience: 39 months;
 — Long term, national or regional experience: 102 months.
 
General and specific experiences desired for the technical assistance:
 — Experience in providing support to and capacity building of francophone West African governments.
 — Track record of successful implementation of programmes or projects at the value of approximately 5 000 000 DKK during the last 3 years.
 — Strong French competencies from implementing and support staff.
 — Experience with Danida procedures.
 — Experience in working with human rights, particularly supporting the implementation of recommendations from the Universal Periodic Review.
 — Experience in working with internal control and accountability in the justice sector.
 — Experience in working with the security sector, particularly related to human rights.

 The duration of the contract is expected to be 57 months and the estimated budget is 17 500 000 DKK.
