Objective and Purpose of the Assignment

   

The PPTA consultants will carry out due diligence on technical, financial, economical, environment, land acquisition/ resettlement and indigenous people, governance, climate change, poverty and gender issues of the proposed project. The PPTA consultants will also assess the capacity and institutional arrangements of the NPA and prepare an option analysis for the management of port operation. The project will include a piggy-backed capacity development technical assistance (CDTA) for institutional strengthening of NPA to improve efficiency of port operations, port security, asset management and occupational health and safety and to undertake tariff reforms. The PPTA will assess the requirements for CDTA. The PPTA consultants will prepare required linked documents for the RRP and Project Administration Manual complying with standard ADB guidelines.
