1.    This Invitation for Bidding (IFB) follows the General Procurement Notice that appeared in dgMarket, UNDB online and the MCA-Indonesia website (http://mca-indonesia.go.id/wp-content/uploads/2014/04/MCA-I-General-Procurement-Notice-April-to-Sept-2014.pdf) on April 24, 2014 and in the local newspaper, Kompas, on April 26, 2014.

2.    This Invitation for Bidding (IFB) is open to all eligible entities or persons (“Bidders”) who wish to respond. Bidders may only associate with each other in the form of a joint venture or under a sub-contractual agreement to complement their respective areas of supply to enhance their capacity to carry out the supply of goods and provision of required services and so long as any association is formed or sub-contract is entered into in accordance with the bidding document associated with this IFB.

3.    A Supplier will be selected under a Competitive (CB) procurement method, the evaluation procedure for which is described in sections of the IFB in accordance with “MCC Program Procurement Guidelines” which are provided on the MCC website www.mcc.gov

5.    The Millennium Challenge Corporation (“MCC”) and the Government of Indonesia (the “Government” or “GoI”) have entered into a Millennium Challenge Compact for Millennium Challenge Account assistance to help facilitate poverty reduction through economic growth in Indonesia (the “Compact”) in the amount of approximately of US$ 600,000,000 (“MCC Funding”). The Government, acting through the Millennium Challenge Account-Indonesia (“MCA Entity” or “MCA-Indonesia”), intends to apply a portion of the MCC Funding to eligible payments under a contract for which this Invitation for Bids (“IFB”) is issued. Any payments made under the proposed contract will be subject, in all respects, to the terms and conditions of the Compact and related documents, including restrictions on the use of MCC funding and conditions to the disbursements of MCC funding. No party other than the Government and MCA-Indonesia shall derive any rights from the Compact or have any claim to the proceeds of MCC Funding.

The Compact Program includes five Components: a) the Green Prosperity Project (“GP”), b) the Community-based Health and Nutrition to Reduce Stunting Project, c) the Procurement Modernization Project, d) the Monitoring and Evaluation Component and e) the Program Administration and Control.

The provision of this procurement falls under the Community-based Health and Nutrition to Reduce Stunting Project.
.
The Community-based Health and Nutrition to Reduce Stunting Project: the GoI, with the support of the MCC, will undertake a new initiative to eradicate stunting among children under two years of age. The new initiative is the Community-based Health and Nutrition to Reduce Stunting Project. The project objectives are to prevent low birth weight babies; to prevent childhood stunting; to prevent malnourishment of children and women in project areas; and to increase household income through cost savings, improved productivity, growth, and higher lifetime savings. The project has three activities as defined in the Compact:

    Demand Side Activity: Community block grants and participatory technical assistance to communities through an expansion of the Program Nasional Pemberdayaan Masyarakat Generasi Sehat dan Cerdas or the National Community Empowerment Program, Healthy and Smart Generation (PNPM GSC or PNPM Generasi) to new locations.
.
    Supply Side Activity: Training to service providers, sanitation and hygiene activities, provision of multiple micronutrient supplements for pregnant women and children aged 6 – 24 months, materials to measure children’s height, service provider incentives, and possible private sector interventions.
.
    Communications, Project Management and Evaluation Activity: This activity includes work to develop and implement a National Nutrition Communications Campaign—a national effort aimed at increasing awareness about childhood stunting, its causes, its consequences, and its prevention, including a focus on healthy families that emphasizes shared decision-making between women and men within the household

With this Invitation, MCA-Indonesia seeks to select a Bidder for the supply and distribution services of Anthropometric Kits.

7.    Clarifications may be requested by e-mail not later than: January 22, 2016.
Responses shall be issued to all Interested Bidders by: January 29, 2016.

8.    A pre-bid meeting will be held on January 8, 2016 at 2:00 pm at MCA-Indonesia’s Office Address as specified in the IFB, Section 2, Bid Data Sheet.

9.    Bidders’ submissions should make reference to the IFB and must be received no later than February 10, 2016, 10:00 am Jakarta local time at the address indicated in the Bidding Document (IFB), Section 2, Bid Data Sheet ITB 24.2(b)
