Regional plan development and implementation to increase the scope of family care services delivery (residential institutions reform for Kyiv oblast)

The Government of Ukraine has received financing from the World Bank toward the cost of the Social Safety Nets Modernization Project, and intends to apply part of the proceeds for consulting services.
The consulting services ("the Services") include: 1) development and approval of the Regional plan to reform children's residential institutions/facilities, develop the system of delivering social services to families with children, who require corrective measures in physical and mental development, as well as family-based social services in the communities of Kyiv oblast that would address best interests of every child and as much as possible take into account needs of families with children; 2) development of plans for transformation of children's residential institutions and following-up their implementation (approximately 8-10 institutions). During services delivery the Consultant will be required to develop and implement a decision making system that takes into account best interests of every child and prevents placement of children into residential institutions, and to support implementation of a family-oriented social services system in Kyiv oblast that would meet needs of children and promote ability of parents to meet developmental needs of their child and unlock his/her potential.
The expected period of the services delivery is four years – from August 2016 to September 2020.
The Ministry of Social Policy of Ukraine ("the Client") now invites eligible consulting firms ("Consultants") to indicate their interest in providing the Services (in Ukrainian or English). Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short listing criteria are as follows.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, dated January 2011 ("Consultant Guidelines"), setting forth the World Bank's policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications.
A Consultant will be selected in accordance with the Quality- and Cost-Based Selection (QCBS) method set out in the Consultant Guidelines.
