Objective and Purpose of the Assignment

1. The technical assistance (TA) will assist participating Developing Member Countries in strategic planning of investments required to promote transport efficiency and trade facilitation. The consultants will undertake a regional transport sector study, which will serve as a basis for the development of regional systems of freight transport over the long term. The study will indicate critical links that need to be established, the most suitable modalities for such linkages, the criteria for prioritization of system elements, the possible phasing of their development, and financing options. The study will focus mainly on identifying investment opportunities at international gateways – including ports and airports. 2. The study comprises three components: (i) analyze and establish baseline trade volume and transport demand within the Pacific region, and between the Pacific region with major trading markets outside of the Pacific region; (ii) establish baseline performance indicators to measure the time and cost of freight transport in the region ; (iii) identify bottlenecks and opportunities for improvement; (iv) develop implementation plan for priority investments; and (v) undertake pre- feasibility studies for at least 3 (three) priority projects. 3. During the TA implementation, the firm will hold consultative process among the countries in the region, build a consensus, and monitor the progress of the TA.
