Mid-term review of Danish support to the Judicial Service in Ghana

Description:
Denmark has supported the Judicial Service (JS) in Ghana for a number of years and the current Right to Services and Good Governance Programme (RSGGP), covering the period 2014-2018, is intended to implement an exit strategy. Areas of intervention include: i) Alternative dispute resolution; ii) Gender based violence courts, iii) Construction of district court buildings; iv) Justice for all programme; v) Public relations and complaints unit; vi) Mobile courts; vii) Establishment of an M&E system.
The first objective of the review is to assess the performance in accordance with DANIDA’s Aid Management Guidelines with a particular emphasis on sustainability and the adequacy of current exit plans. Secondly, in light of the judicial corruption scandal, which was disclosed in 2015, the review is expected to consider measures to strengthen the fight against corruption in the courts. Based on these assessments, the review will make recommendations for the remaining programme implementation period.
The Ministry of Foreign Affairs seeks expressions of interest from consultants with expert knowledge in the topics mentioned above, including anti-corruption within the judiciary, and previous experience in carrying out reviews. In-depth and up-to-date knowledge of the judiciary in Ghana is an advantage. We are looking for one consultant to support the internal Danida team leader in carrying out the review.
The assignment is expected to start on 18 May 2016 and will include a mission to Ghana of approximately 10 days incl. travel days (expected dates 29 May- 7 June) as well as desk work for preparation and subsequent reporting.
