Description:
In October 2012, a Memorandum of Understanding (MoU) was signed between the DGF and the Parliamentary Commission, representing the Parliament of Uganda. The MoU was to support the implementation of the Parliamentary Strategic Plan 2012-2017 (PSP), with particular focus on strategic objectives: 1 and 3 which were: Strengthening the institutional capacity of Parliament to deliver its mandate effectively; and strengthening Parliamentary accountability through the establishment of an effective monitoring and evaluation framework respectively. Through this MoU, DGF specifically provided support to activities related to:
1.Enhancing Parliament’s oversight capacity over the Executive;
2. Increasing Parliament’s scrutiny of legislation and policies; and
3. Building Parliament’s institutional capacity and the monitoring & evaluation of its performance, until the end of June 2016.
As the project is coming to a close on June 30, 2016 an evaluation will be conducted with particular focus on the partnership and results.
Purpose of evaluation
The purpose of this evaluation is to review past performance of the project and provide recommendations to inform design and improved quality of any possible future partnerships with Parliament in order to improve relevance, effectiveness, efficiency, and sustainability of the funded projects. The evaluation is also expected to assess the extent to which delivery of the agreed outputs was achieved in relation to implemented activities; as well as approaches and methodology used.
Objective of the Evaluation
The objective of this evaluation is to systematically assess progress towards achieving the objectives of DGF’s support to the 9th Parliament of Uganda, documenting successes, challenges, best practices, and recommendations for future programming.
Scope of Evaluation
In assessing the results/outcome of the project, the evaluation should include, but not be limited to the following aspects of the evaluation criteria:
Relevance: In light of the changing context in Uganda and general developments around Parliament;
a. Analyse the degree to which the partnership between DGF and the Parliamentary Commission selected priorities, outputs and activities that were relevant to achieving the overall objectives of the agreement and the PSP.
b. Assess how priorities were determined and whether programmatic choices were made in a strategic manner considering the political and institutional context.
Effectiveness:
a. Assess the extent to which the partnership agreement is achieving its intended objectives.
b. Review the implementation of activities and the achievement of outputs and outcomes as specified in annual work plans.
c. Assess the chosen intervention logic (assumptions, problem statement, concept, design and strategic approach) and appropriateness of intervention modalities, particularly the model of targeting support to specific Parliamentary bodies and Committees through Parliament’s ‘Corporate Planning and Strategy Department’.
d. Identify positive as well as negative external factors which may have substantially impacted on the level of achievement of results.
Efficiency:
a. Analyse overall project performance, the outputs in relation to the inputs, the financial management and implementation timetable.
b. Assess expenditure patterns and identify major deviations, if any, from the annual work plan and budget, which forms part of the partnership agreement.
c. Analyse the results achieved in terms of cost-effectiveness (“value for money”) and prospects for sustainability, particularly without further DGF support.
Impact:
Assess effects (both positive and negative) of DGF’s support to the Parliament of Uganda, and extent to which Parliament as a whole and/or specific bodies or Committees of Parliament have benefitted and results so far achieved.
Sustainability:
The evaluation will also assess Parliament’s organizational capacity to implement the project work plan and point to areas where capacity should be strengthened if need be.
Approach and Methodology
The Consultant is expected to employ both qualitative and quantitative methods of inquiry but is also free to suggest specific methods for undertaking the assignment.The methodology is expected to cover, but not be limited, to the following aspects:
a. Establishing the basis for substantiating support to Parliament outputs and outcomes by, among others, carrying out a systematic desk review of all relevant documents, both at the project and partner level (proposals, agreements, work plans, budgets and reports)
b. Determining a strategy to ascertain results achieved by the DGF Support to Parliament Project through partner interventions
c. Specifying the stakeholders to be consulted and the data collection methods to be used to respond to the different evaluation questions (document reviews, in-depth interviews, questionnaires, focus group discussions etc.
Evaluation deliverables:
• An Inception Report, which includes work-plan and list of persons to be interviewed, activities to be examined, documents to be reviewed, and an outline of the evaluation report, to be submitted within 3 days after commencement of the contract.
• A PowerPoint presentation to DGF and Parliament covering highlights of the draft evaluation report responding to all tasks mentioned in this ToR document.
• Final report with annexes, integrating comments from Parliament and DGF to the draft report to be submitted 3 working days after the comments have been received.
The evaluation will be conducted by a National consultant with substantive knowledge of governance programing most preferably in Parliamentary capacity building. Evaluation team members will be part of a Consulting Firm (‘the Consultant’) with clearly demonstrated expertise and experience in conducting evaluations and impact assessments using a variety of quantitative and qualitative methods in the field of democratic governance.
Cost and time frame .
The overall maximum budget of the assignment is DKK 100,000 covring all costs related to the assignment.
A total of 21 consultancy days have been allocated to the assignment.
